~ Item: Conditional Use Permit to allow the Peace Lutheran Church at 2201 Rio Grande to expand
the existing building with classrooms and a kitchen area. (Planning Case No. 97-713)
Item Summary: The subject property is located' at the corner of FM2818 and Rio Grande. The
expansion will add approximately 3625 square feet of kitchen and classroom space to the existing
14050 square foot facility.
Policy Issue Statement:

commercial areas, and from preserving historic areas.
Item Background: The Peace Lutheran Church is operating under an original conditional use
permit (CUP) issued in 1978. In August 1984. another CUP was approved for the operation of a
children's learning center. Ixi September 1987 a CUP was approved for the addition of a sanctuary
'~ and education. facilities to the existing church.

Staff Recommendations: Section 14 of the Zoning Ordinance authorizes the existence of
'~ conditional uses. The Commission mad permit a conditional: use subject to appropriate conditions
and safeguards, when after public notice and hearing the Commission finds that: (Staff comments
are in italics)
1. "The proposed use meets .all the minimum standards established in the ordinance for the
type of use proposed."
The-PRC has reviewed the site plan to determine compliance with the technical requirements of
development regulations. The plan was approved with some minor PRC comments that have
been addressed by the applicant. The PRC comments and responses are enclosed.
2. "That the proposed use meets the purpose and intent of the ordinance and is in harmony
with the development policies and goals and objectives as embodied in the Comprehensive Plan for
Development of the City."
The. request is in compliance with the Land Use Plan for the area.
3. "That the :proposed use will not be detrimental to the health, welfare, and safety of the
surrounding neighborhood or its occupants, nor be substantially or permanently injurious to
neighboring property."
The public hearing is an opportunity for the Commission to measure the potential impact on
surrounding land uses.
"The Commission may impose additional reasonable restrictions or conditions to; carry out the
"spirit and intent of the ordinance and to mitigate adverse effects of the proposed use. These
requirements may include, but are not limited to, increased open space, loading and parking

requirements, additional andscaping, and additional improvements .such as curbing, sidewalks and
screening."
Unless the public hearing brings to light any new information indicating potential negative
impacts, Staff recommends approval with the PRC :comments.
