I am a resident of 703B Wellesley, Colege Station, which is directly behind Sidepockets
billiard hall. I have never heard music nor has any patron of the afore mentioned billiard hall
ever caused any type of disturbance that would effect my quality of living.

Dear Sirs,
The Universal Computer Services repair shop moved part of its operations to College Station in
August of 1995. For over a year, we never experienced any disturbances related to loud or
disruptive music from our immediate neighbors, Sidepockets Pool Hall. Sidepockets has been a
pleasure. to have as a neighbor and a great working relationship has formed between our two
entities. We are open until ten at night, and for a time we were-open 24 hours. Even in the late
hours, sharing a common wall with the business, we experienced minimal noise disruption from
Sidepockets, and never to the point where it caused any type of disturbance.

Dear Sir. or Madam,
I am sure you are aware of the growing concern in our area, as well as nationwide,
regarding the increasing problems with underage drinking. Underage drinking for many young
people in this country can result in'serious, permanent consequences for the-young person, and
almost as often, for an innocent victim of actions taken by the young person under the influence of

alcohol: These consequences can include criminal prosecution, civil liability, serious injuries; or
death.
In response to these concerns, our agency has been-involved in a program to reduce the

availablity of alcoholic beverages to people under 21 years of age.; This program has been an
enforcement effort in which: persons under 21, acting under the direction of a peace officer have
j attempted to purchase alcoholic beverages at various locations. When illegal purchases were
made, an officer identified the person making the sale, and informed that persons that criminal
` charges would be presented to the County Attorney's offrce for prosecution. Additionally, a copy
I' of the criminal offense report was forwarded to the Texas Alcoholic .Beverage Commission for
~~ ,possible administrative action regarding the license to sell alcoholic beverages.
Your business has been among those inspected under this program. There have been 4
such inspections of your business .and no illegal sales were made.
We commend you for helping to reduce the supply of alcoholic beverages to underage
drinkers in our area. ~"

I met with Arthur Arranagar from Sdepo`ckets on June 30, 1997.
Mr. Arranagar told me he was considering opening a Sidepockets
at the Homestore Furniture loca-t ion. j^1e went over all the concerns
dealing with. the opening of Sidepockets.
Listed below are the items I`would like to see included in Mr. Arranaga
agreement with the City of College Station.
1. NO live music
2. NO dancing
3. Regulate the noise in the building and parking
area.:
4. Provide adequate lighting in parking area, directed
away .from the residents of the park
5. Take down fence in front of parking area that backs
up to the mobile home park and keep the grassy
area maintained
6. Cooperation in maintaining the fence bordering
between the mobile home park and the current
location=of Homestore Furniture

Dear Mr. Arranaga
A few weeks ago on a Saturday evening. there was some disturbance at The Rack.
Warehouse.. My understanding from the police and nearby neighbors is that there was a
private fraternity party and there was also live music. The conditional use permit, granted
to you in July of 1997, was approved. based on your statement that there would be no live
music. If indeed, there was live'music that Saturday, you were in violation of your
conditional use permit. This permit can be revoked. if violations persist.
If you wish to change the operation of the Rack to include live music you must appear
back before the. Planning & Zoning Commission and ask to .amend your conditional use
permit. If this is your desire the staff will be happy to help you through the process. I
would anticipate that there would be trong opposition, however, from the adjacent
mobile home development. The .Commission will take this into consideration in their
review.
Until you receive approval for. live music, please be advised that your permit does not
include this and you will jeopardize your permit if this occurs again.
