Item: Public Hearing and consideration of a Conditional Use Permit for use only request on 8.97
acres along the. north side of Krenek Tap Road at the future- Dartmouth extension to allow the use
as an Ismailia Religious Center. (Planning Case No. 97-707)
Item Summary: The requested use will include a church, Sunday school, meeting hall, assembly,
seminars, and prayer areas. The applicant has submitted-a conceptual plan showing the facility
located on the front of the subject tract with the. majority of the tract to remain undeveloped at this
time.
Policy Issue Statement:
Civic Pride =Citizens benefit. from well-planned, .attractive residential and
commercial areas, and from preserving historic areas.
Item Background; The subject tract was rezoned to R-3 in 1982. The Thoroughfare Plan has
shown a future Dartmouth. extension along the. easterly property line. At the time the property is
legally subdivided, the ;property owner will be required to dedicate and build that road extension.
Budgetary & Financial Summary: N!A
Staff Recommendations: Staff generally does not make recommendations in Conditional Use
Permit cases. The public hearing is an opportunity for the Commission to measure the potential
impact on surrounding land uses.
Related Advisory Board Recommendations: Not applicable for the use only. The future site
plan will be reviewed by the PRC and comments will be forwarded to the Commission for
approval.
City Attorney Recommendation/Comments: Section 14 of the Zoning Ordinance authorizes the
existence of conditional uses. Thee Commission may permit a conditional use subject to
appropriate conditions and safeguards, when after public notice-and hearing the Commission finds
that:
1. The :proposed use meets all the minimum standards established in the ordinance
for the type of use proposed;.
2. That the proposed use meets the purpose and intent of the ordinance and is in
harmony with the development policies and goals and objectives as embodied in
the Comprehensive Plan for Development of the. City; and
3. That the proposed use will not be detrimental to the health, welfare, and safety of
the surrounding neighborhood or its occupants, nor be substantially or
permanently injurious to neighboringproperty.
The Commission may impose additional reasonable restrictions or conditions to carry out the spirit
and intent of the ordinance and to mitigate adverse effects of the proposed use. These requirements
may include, but. are not limited to, increased open .space, loading and parking requirements,
additional landscaping, and additional improvements such as curbing, .sidewalks and screening.

Commission Action Options: Approval, approval with conditions as provided in the above
request, or denial of request.

Drainage: The proposed site changes are likely to have a minimal impact upon the
drainage system. A complete, drainage report will be reviewed at the time of site plan
submittal to determine compliance with the drainage manual.
Flood Plain: According to the FEMA FIRM maps, this property is not located within
the 100-year flood plain.
