(Planning Case No. 97-706) Item Summary: The subject property is located on the north west corner of Dexter and Old Jersey. The property is currently being used as a student center for the Church of Latter Day Saints (Mormon) students at Texas A&M under a conditional use permit granted in 1984. Surrounding property includes Brison Park and some single family homes across Dexter. The expansion will add approximately 4000. square feet of office and classroom space to the existing 5000 square foot facility. Policy Issue Statement: Civic .Pride -Citizens benefit- from well-planned, attractive residential and ,commercial areas, and from preserving historic areas. Item Background: The. use as a religious. facility was approved in 1984. Last year, the parking lot was expanded to accommodate a total of 49 parking spaces. At that public hearing, several of the residents voiced concerns regarding .drainage. problems:. The Commission approved that request, with the understanding that the applicant would be' required to comply with the City's Drainage Ordinance. Budgetary & Financial Summary: N/A Staff Recommendations: Staff generally does not make recommendations in Conditional Use Permit cases. The public hearing is an opportunity for the Commission to measure the potential impact on surrounding land uses.. If the Commission chooses to approve the Conditional Use Permit, Stall recommends that approval be with PRC conditions, and with. the condition that there is compliance with the City's: Drainage Ordinance. Related Advisory Board Recommendations: The Project Review Committee reviewed the site plan on June 19 and had a few minor comments. City Attorney Recommendation/Comments: Section 14 of the Zoning Ordinance authorizes the existence of conditional uses. The Commission. may permit a conditional use subject to appropriate conditions and safeguards, when after public notice and hearing the Commission finds that 1. The proposed use meets all the minimum standards-.established in the ordinance for the type of use proposed; 2. That the' proposed use meets the purpose and intent of the. ordinance and is in harmony with the development policies and goals and objectives as embodied in the Comprehensive Plan for Development of the City;. and. 3. That the proposed use will not be detrimental to the health, welfare, and safety of the surrounding neighborhood or its occupants, nor be substantially or permanently injurious to neighboring. property. o:\group\deve_ser\stfrpt\97-706.doc The Commission may impose additional reasonable restrictions-or conditions to carry out the spirit and intent of the ordinance and to mitigate adverse effects of the proposed use.. These requirements may include, but are not limited to, increased open space, loading. and parking requirements, additional landscaping, and additional improvements such as curbing, sidewalks and screening.
