SUBJECT: Conditional Use Permit - Wireless Telecommunications Tower; proposed
retaillofFice facility with< a telecommunications tower to be located at 2106
Southwood Drive. on lot 39FR, block 14 of Southwood Section 25. (97-702)
A Project Review Committee meeting was held Wednesday, April 30, 1997 to discuss the above
mentioned site plan. Planning Technician Ruiz explained that. the revised site plan is the result of
a compromise between the owners' of the Bradley. Apartments and the applicant. The Bradley's
appealed the Planning and.Zoning Commission's decision to allow the tower closer to the existing
residential development. After working with Mr. Baylor on the revised site plan that moves the
tower further. away from the residential area, the Bradley's have withdrawn their appeal.
P&Z Representative Gribou moved to approve. the site plan with the condition that the entire
driveway surface leading up to the tower be paved in accordance with current city...standards. The
proposed gravel drive is unacceptable. City Planner Kee seconded the motion which passed
unopposed (3 -'0). Due to the irunor nature of the site plan changes,. the Committee agreed that
the plan will not be reviewed by the Planning and Zoning Commission and the applicant can
proceedwith the project.
SUBMIT 4 COMPLETE SETS OF BUILDING PLANS WITH THE REVISED SITE PLAN
ATTACHED TO CONTINUE WITH PHASE R OF THE BUII,DING PERMIT PROCESS.

ordinance .requirements and comments., (The following is a .list of ordinance requirements and
comments identified by the Project Review Committee. This list does not relieve the applicant of
total compliance with all current ordinance requirements.)

Discretionary Items:
_ The site must be adequately .screened from the adjacent residential. development. A solid
screening fence should be installed instead of the proposed chain link fence with slats.

_ Submit more detailed. information on what the tower will look like once installed.
Fire Marshal Jon Mies determined that an additional fire hydrant is not necessary for the
proposed facility.
_ All portions of the driving surface accessible to the public must be paved in accordance
with the Zoning Ordinance. (Show the gated entrance to the site.)

P&Z Representative Massey seconded the motion to approve the site. plan with the above
mentioned conditions which passed unopposed (3 - 0).

TO BE INCLUDED IN THE PLANI\TING & ZONING COMMISSION PACKETS FOR THE
MEETING OF THURSDAY, MARCH 20, 1997. THE MEETING WII,L BE AT 7:00 P.M. IN
THE CITY HALL COUNCIL CHAMBERS.
