Thomas, Plannin echnician Shirley Volk, Development Coordinator Ray Havens, Electrical Superintendent Laverne Akin, GTE Representative SUBJECT: Site Plan -Holleman Arms Apartments,: proposed multi-family development of seventeen. apartment buildings, 220 dwelling units .and one clubhouse located on the south side of Holleman Drive west of and adjacent to the railroad right-of--way and Wellborn Road.. (97-500) A Project Review Committee (PRC) meeting was held Wednesday, August 6, ..1997 to discuss the above mentioned site plan. City Engineer Laza moved to recommend approval. of the proposed site plan with the following discretionary items, ordinance requirements and comments: CONDITIONS OF APPROVAL: Discretionary Items: _ Will there be utility connections on buildings 1 and 2 that will be visible from Holleman Drive (i.e. transformers, pedestals, meter packs, etc.)? If so, they must be screened adequately from Holleman Drive through landscaping, berming, fencing, eta The following is a list of ordinance requirements identified by the PRC. The driveway width does not meet the driveway ordinance and may require a variance from the Planning and Zoning Commission,. Case #97--500 Page2of3 CONDITIONS OF APPROVAL (cont.): Ordinance Requirements: Site Plan Related Label the existing sidewalk along Holleman Drive. _ Provide a key map. _ Show and note distances to .adjacent driveway locations along HollemanDrive. _ Add a general note addressing the. presence of floodplain on the subject property. _ Show fire hydrantlocations. _ Show all proposed public utilities. Show proposed water meter locations. Label the dumpster locations on the site plan.. (There appear to be locations shown; however, they are not labeled or dimensioned. The dumpster pad must be a minimum of 12' x 12'.) Add a dumpster location to the south of building #3. _ Provide minimum, maximum and average utility demands for the development including sanitary sewer in gallons per day, domestic water in gallons per minute and irrigation in gallons per minute. Landscape Plan Related _ Please be sure there are no sight. distance problems at the Holleman Drive entrance with the proposed vegetation and the topography of the area. _ Add a general .note that all areas disturbed during construction (including .rights-of-way and adjacent properties) must be cleaned up and restored to its original condition. Add a general note that irrigation shall cover all landscaped areas. No points will be awarded for existing .trees if equipment and/or materials are stored within. the drip line. These lost points will have to be made up in new plantings. Comments/Concerns: Conduit will be required from each. outside building. termination to the easement. There are other options and the G.T.E. Regional personnel from Irving will .contact Mr. Fairchild concerning communication. Coordinate telephone service details with G.T.E. Representative Laverne Akin at (409).821-4723. Coordinate underground electrical service details including conduit placement, costs and design layout with Electrical Superintendent Ray Havens at (409) 764-3660. PRC Report Holleman Arms Apts. Case #97-500 Page 3 of 3 P & Z Chairman Massey seconded the motion to recommend approval of the site plan with the above mentioned conditions which passed unopposed (3 - 0). SUBMIT 2 COPIES OF THE REVISED SITE AND LANDSCAPE PLAN ONLY AND 3 COMPLETE SETS OF CONSTRUCTION DOCUMENTS WITH THE REVISED SITE AND LANDSCAPE .PLAN ATTACHED TO CONTINUE WITH PHASE II OF THE BUILDING PERMIT PROCESS. COORDINATE SUBMITTAL OF ALL REVISIONS WITH DEVELOPMENT COORDINATOR SHIRLEY YOLK AT (409) 764-3570. .APPEAL PROCESS: An applicant may appeal. the. decision of the Project Review Committee to the Planning and Zoning Commission within five days .after the PRC Committee meeting. Failure to appeal. the PRC action shall constitute a contractual. acceptance of all conditions imposed, and a waiver and surrender of all complaints,. defects, or potential invalidity, .whether under state or federal law. An applicant appealing. the decision of the PRC shall file ten copies of the final site plan as approved by the PRC, showing all changes and requirements .imposed by the PRC, and accompanied by a written explanation of those .items being appealed. Until said copies are on file, no further development approval shall occur, .and no further action by the Commission shall take place.. An applicant may appeal only `certain aspects of situ plan review, and in the absence of discretionary review by the Commission,:: or review pursuant to a petition, all other aspects of he site plan shall be final. Any notice ofappeal shall state with particularity the aspects which are to be appealed. Coordinate appeal process through Development Coordinator Shirley Volk at (409).764-3741.
