Good Morning, Mark! Paul Kaspar has. been following up on this, and has talked to Vern who is the
inspector on this job. He is going to give a copy of the form the City uses of the "Letter of Completion"
for the contractorto complete and return to him. He will (I think) give it to you to follow up on. FYI, the
engineer's estimates for each project have also: been transferred to your area, and Paul said he thinks
Kim knows where they are kept. If everything is ok., then you can have someone complete the "Letter
of Acceptance" and send it to the contractor and retum the financial guarantee to whoever deposited it
with the City. That needs to be done thru Accounting by whoever is doing the job Deborah Grace used to
dol (At least this,is the way it used to be done- I don't know how you plan to do it in the future, but if
you'll let me know when you decide, I'd appreciate it, because as a coordinator, those types of questions
cometo me all the time.) Thanks to you and your inspectors for your help on this.

Mark: I've had a phone call from Mike Wick of DMC,Jnc., the contractorswho are building the Holleman
Arms apartment project, and the infrastructure, both on-site and off-site, that goes with it. Well, actually,
I don't know if they are really the contractor building-the infrastructure, but they are the general
contractors for the whole project. Anyway, his question concerns how he gets the City to accept the
infrastructure he has built and he can get his money back.
1 haven't ever been in on this. end of development very often, so everything I've ever known about it, I've
pretty much fi~ryoiten. However, as i recall, t'r~e-City inspector used to give the contractor a form "letter
of completion" for him to complete and. submit; then the City gives them. a "letter of acceptance" and
then he requests his guarantee back and we give it to-him..
BUTTTTTTTT that was then and this. is now, :and I don't know what to tell the dude. His name is Mike
Wick, the company is DMC, Inc., the phone number is .(713)977-4844 Ext.336, and his FAX number is
(713)260-7825. If you could make contact with him and explain the system, or explain it to me, send me
the form and t'll do it for. you, he would be very appreciative,
Also, I guess when people are wanting a building permit or a certificate of occupancy on a private
project, I'It a-mail you on it because most of the .projects have at least-a fire hydrant and water line that
will be the City's and. (1)you will need :plans for your inspectors to use during constructionand (2)the
hydrant and line will have to be tested and approved prior to C.O., so you really need. to be included in
this checklist before we let either the permit or the C.O. go. if you have someone else I should be
notifying., .please let me know.: I don't have an up-to-date list of which inspector is doing what job, so I
can't be sure who to notify on the project, so I'IFcount on you to be the contact person .until you tell me to
notify someone else!
We'll get this worked out sometime. In the meantime, hang in there and at least try to have. a great
weekend!

F have received the approved acceptance letter from Mark Smith for the Public Water and Sewer (on and
offsite) for the above apartment complex. The .letter of credit was for the construction of the above
mentioned infrastructure and can now be released back to the applicant. I have compared the total
amount to the Engineers est. and it appears that all work for which the Lett. of Cred. was issued has been
completed. 1 have asked Oebra Charanza to file a copy of the engineers estimate and the acceptance
letter in the Final Plat file for Holleman Arms Apts.

This permit is valid for site construction as shown upon the approved on-site construction plans.
Upon resolution of the Wellborn water line easement situation that is currently being discussed
between Wellborn Water Supply, City of College Station and College Station Student Housing,
LTD., this development permit shall be valid for construction of all public infrastructure as shown
on the approved public water and sewer construction plans. This development permit replaces
DP#474 and DP#474-A.
The Contractor shall take all necessary precautions. to prevent silt and debris from leaving the immediate
construction site in accordance- with the approved erosion control .plan as well as the City of College
Station Drainage Policy and Design Criteria. The Owner and/or Contractor shall assure that all disturbed
areas are sodden and establishment of vegetation occurs prior to removal of .any silt fencing or hay bales
used for temp-ovary erosion control. The Owner and/or Contractor shall also insure that any disturbed
vegetation be returned to its original condition, placement and state. The Owner and/or Contractor shall
be responsible for any damage to adjacent properties, city streets or infrastructure due to heavy machinery
and/or equipment as well as erosion, siltation or sedimentation resulting from the permitted work.
Any trees required to be protected by ordinance or as part of the landscape plan must be completely fenced
before any operations of this permit can begin.
In accordance with Chapter 13 of the Code of Ordinances of the City of College Station, measures shall be
taken to insure that debris from construction, erosion, and sedimentation shall not be deposited in city
streets, or existing drainage facilities.
I hereby grant this permit for development of an area outside the special flood hazard area. .All
development shall be in accordance with the plans. and specifications submitted to and approved by the
City Engineer. in the development permit application for the above named project and all of the codes and

The City of College Station will allow the use of SDR-35 PVC pipe for the private storm sewer for
the Holleman Arms Apartments.. Approved private drainage pipes are reinforced concrete pipe,
corrugated metal pipe, ductile iron or steel pipe, and polyvinyl chloride pipe (SDR 35 or SDR 26).
For public storm sewer the City of College Station only accepts reinforced concrete pipe.

Enclosed: please find the revised Site Plan for Holleman Arms. Apartments. Revisions have been
made in accordance with .your review. comments as outlined in your report of August 8, 1997.
Specifically, the following items have been addressed:
• The Engineer, Architect .and. Landscape Architect have been made aware of the screening
requirements for any utility connections visible from Holleman Drive.
• The throat length and width for the driveway entrance on Holleman Drive have been
dimensioned. The median width at the entrance has been decreased to 6 feet, flaring to a
width of 12 feet at the interior end of the driveway, in accordance with discussion at the PRC
meeting.
• The existing sidewalk along Holleman Drive has been labeled as such and. handicap ramps
indicated (detail added to sheet 5).
• A Key Map has been added to (new) Sheet 20.
• Adjacent driveway locations along Holleman Drive have been shown and noted.
• A general note addressing the absence of floodplain on the subject property has been added.
• Fire hydrant locations have been shown.
• All proposed public utilities (water and sanitary sewer) have been shown.

Landscape Plan Related
• The Landscape Architect has been asked to ensure there are no sight distance problems at the
Holleman Drive entrance.
• A general note has been added that all areas disturbed during construction must be cleaned up
and restored to their original condition.
• A general note has been added the irrigation shall cover all landscaped areas.
• It is understood that no points will be awarded for existing trees if any equipment or materials
are stored within the dripline.
Telephone and electrical service are being coordinated with the appropriate representatives.
The full .sets of construction documents submitted with the Site Plan and revised Drainage Report
reflect additional revisions in response to engineering review. The mark-ups are returned
herewith your reference.
We trust these revisions will fully respond to the conditions outlined at the PRC meeting and we

the 15 inch sanitary sewer interceptor line located along Christine. Lane which serves the property. The
City of College Station Engineering Department has analyzed the effects of the demands given to us by
Mr. Ron Saikowski, P.E in a letter dated June 5,1997 on the City's sewer system. The interceptor lines
serving your property are near or at capacity at present time. Any improvements that must be made to
downstream interceptor lines will be the-City of College Stafion's responsibility. Although the City is
responsible for these upgrades, the City cannot guarantee when they will be made.

This letter is in response. to your request of the. availability of water. and sewer .services for the
above referenced property. There is an eighteen (18) inch water line located along the western
property line and a fifteen. (15) inch sewer line located approximately 500 feet south of this
properly. Although there are accessible utilities located within close proximity of this. property, it
is not safe', to assume that there is adequate capacity to meet the demands that some developments
may create. In order to determine adequate utility service, the City would need to receive utility
demands for the,proposed use. If the potential buyer has this .information, the City would be more
than happy to analyze. this data. The City treats this .information with .utmost confidentiality and
would not release this information to the public until there-has been a formal application submitted.

Dear Mr. Arnold:
This letter should act as a clarification to the letter addressed to Lou Ann Montana on July 17,
1997 concerning the sanitary sewer capacity for Holleman Arms Apartments. The City of College
Station does not reserve capacity in our sanitary sewer lines. In the previous letter it was stated
that any existing capacity in the line can be utilized by Holleman Arms Apartments for their
development. Once Holleman Arms Apartments is under construction, the City of College Station
will not stop such construction based solely upon lack of capacity in the sanitary sewer system.

construction activities on site. We do so in order to reserve existing capacity in the sanitary
sewer line serving the site.

Holleman Arms Apartments
Case. #97-500
After a site inspection, Nanette Manhart noticed that the landscaping installed at this location did not
match the landscape plan. While the site looked nice and it appeared that the intent of the ordinance
was met, the landscaping in the field was so different from the approved plan, that staff could not
determine if the points were met. I requested that the builder submit an "as built" landscape plan so that
at a minimum, we would be able to go into code enforcement in the future. I explained that since the
drought over the summer, we .would .probably do a sweep of everything recently constructed to make
sure that the landscaping was installed and still living.. Without an "as built", we would be forced to use
the approved landscape plan and the management would have to comply with a plan that was never
installed in the first place.
DMC Builders submitted an "as built" landscape plan for our use on October 7, 1998. Staff did not
verify that the plan met the minimum point requirements, etc. We accepted the plan and issued the final
C.O. without any conditions. The plan appeared to meet the intent of the ordinance and have
approximately the. same number of trees, shrubs and groundcover as the approved plan.
