The applicant has offered information, .contained in the attached letter, in support of the proposed number of spaces. He is requesting a determination from the Commission that the parking is adequate for this use. The site plan (will be available at the meeting) reflects 125 existing off-street parking spaces for. the site. The business currently employs 87 people.full-time people and has had a peek employment of 145 employees. The total number of future employees will be 112 with 30 additional parking spaces to be added. Due to the changing nature of industrial .users-over .time, it is difficult for .staff to make a recommendation for-parking that would be adequate for a situ in perpetuity. ]f the Commission approves-the parking number for the proposed. uses (for the time being they .:appear adequate), Staff would .recommend that any fixture significant changes in use or employees will trigger reevaluation of.he parking required. o:~goupldeve_ser~stfipt~97-816.doc ~~ ~. OI. CORPORATION PARKING REQUIREMENTS As of September 17, 1997, OI has 125 parking spaces and 87 full-time employees working at 151 Graham-Road, College Station, Texas. All employees do not require a parking space. In fact, during the period of .1991 and 1992, OI operated in its current facility with an employment level averaging 145 but never had a shortage of parking spaces. (This does not include steetscape requirements.) Every project must have at least 50%-of the required points in canopy trees (to meet regular landscape points. Streetscape is still in addition to this.). -Phase lines of a phased project can be drawn at least 20 feet from. the developed site elements (parking lots, buildings, detention ponds, etc.) The line doesn't have to be straight -just 20 feet beyond the developed area.. Changing the configuration of the detention pond will cause additional streetscape to be required (along the street) and screening of the detention. area by means of berms or something, but the site size. can be determined by square footage. The designing architect in this instance simply drew an "assumed property line" which was perpendicular to Graham Road. 1 would imagine that he can reconfigure the phase line to reduce. the square footage enough to keep the total landscape and streetscape points combined about the same.. As I stated at the meeting at your office I believe the question on the detention pond has been resolved. The next question was in reference to the water service to the building. I have spoken to Bi11 Riley, Water and Wastewater Division Manager and we have determined that we could share in the costs to get the water service to the north side of the road by either furnishing the materials. or paying for them.. In this way you would only have the construction costs involved with your contractor doing the work. If you. would like to look at this as an option, please have your contractor contact Mr. Riley. Mr. Pohl promised at the meeting he would look at what alternatives were available with respect to the electrical service to the building. We estimate that the original proposed single point of service, a pad mounted 480v transformer serving both buildings with O.I. furnishing the secondary run and dry transformers to serve 240v to the existing building, would cost O.I. $16,600. Your 20% contribution for the new transformer would be about $2,500; then the balance of the cost would be from your installation of conduit and gable to the existing service and transformers to reduce the voltage to 240. The city did n~~t intend to charge for the removal of the existing line or transformers. As we discussed at the meetutig, the city can leave the existing overhead facilities and install a second overhead. transformer bank to serve the new building. There would be a problem with the overhead between the buildings but the existing line could be raised to solve that. O.L's cost would be their 20% contribution of about $1400. This is an ugly way to solve the problem and leaves O.I. with two meters. Another alternative, is for the city to provide underground service at both the current and the new buildings. this would require pad mount transformers at both ends of the building with the city's primary conductors in an easement between the buildings and under the breezeways. O.L's cost would be based on the usual 20% contribution or approximately $5000. This solution would be much more attractive and would avoid the contractor's concern about erecting a metal building next to overhead lines. This option will cost the city approximately $10,000 more but leaves O.I. with two meters. (97-435) The following is a list of ordinance requirements and comments identified by staff. This .list does not relieve the applicant of total compliance with all current ordinance requirements.) Ordinance Requirements; Site Plan Related Show an additional 5' of right-of--way for Graham Road on the site plan. The City will be rkin with the ro ert owner in the near future to obtain this additional right-of--way wo g p p Y J for the expansion of Graham Road. (Contact Kimberly Winn at 764-3:690 to discuss right- of-way acquisition along Crraham Road.) Show the location of the Siamese connection as proposed.. Given the proposed location, no new fire hydrant is required. Correct the water demands in the "Utility Demand" legend and include demands for the - irrigation system. I The fire .lane along the rear of the building must continue through to F.M. 2154. (Continue the fire lane cross hatching along the existing concrete drive.) _ Modify the fire lane striping along the easternmost driveway along Graham Road to include the curb radii. (The meter must be located within a public utility easement or right-of- way. Landscape Plan Related: Additional screening is needed along the Graham Road frontage to adequately screen the proposed parking lot. (Staff suggested combining a berm with the landscaping to screen the parking area or reducing the spacing between the junipers.) Add a general note that states an irrigation system will be installed prior to issuance of a certificate of occupancy. Non-Site Plan Related.• Submit a drainage report that addresses the additional impervious cover to the site. (A development permit application, along with the $400 fee, must also be submitted and issued prior to any site work.) Grading Plan Related.• In "Inset B", show the detail for the concrete apron with the sanitary sewer manhole. Clarify general note number 12. The last sentence is incomplete. The proposed ADS pipe referenced on the civil plans cannot be used. Coordinate the requirements with.Graduate Civil Engineer Paul Kasper at 764-3570. Comments/Concerns: 1 Submit electrical demands to allow the electrical division to order the necessary transformer.
