The key map is difficult to read. Revise the map to .accurate show the operty location ~
and it's relationship to surrounding properties. r-~, ~~
From the zoning map, it appears that there are two. more lots adjacent to the subject
property zoned C N, Show these lots on the site. plan.
The rear setback in a C-N zoning district is 15'. The building can be moved further back
to allow more room in the front of the property.
The parking spaces can be 18' long. If the property 20' spaces are used, a wheelstop must
also be installed to maintain the 2' overhang.
The striped section of the handicap ramp .adjacent to the, parking .space must be 5' in width
instead of the 4' proposed.

Provide the .dimensions and distances for existing curb. cuts. on the same a site ~~
side of Wellborn Road. The driveway location must comply with the City's Driveway
Ordinance.
Dimension the throat. length for the proposed driveway entrance.. (The throat length
required on a major arterial is 55'.
Provide a grading plan and drainage information.
Show how this building will get water and sanitary sewer service.
Provide water (domestic & irrigation) and sanitary sewer .demands. (Provide minimum,
maximum and average water demands. in .gallons per minute.. Provide maximum sanitary
sewer demands in gallons per day
Show the water and electrical meter locations. (These must be-placed in a right-of-way or
easement.)
The parking lot must be setback at least 4' for the 20' parking spaces or 6' with the 18'
..spaces. (The setback must be 6' or wheelstops must be installed.)
Clearly: label all existing -and proposed utility lines. ;(It appears that the waterline shown on
the Wellborn Road-frontage does not exist according to our maps, sheets N36, B 1.)
Show the Wellborn Road right-of--way.

An irrigation system must be installed or guaranteed .prior to issuance of a certificate of
occupancy.
Screening -and .Streetscape plantings must be installed in front of the parking. spaces along
Wellborn Road. Screening must be 3' in height in the form of a wall, berm, plantings or a
combination of the above.
Provide 472 additional landscaping. points or show protection of trees at 1' per caliper
.size. {Each unprotected canopy. tree is worth 3 5 points changing the total points existing
/ to 490 points. instead of 1700 points.)
1~ Provide Streetscape points as well.:
107' Wellborn. Road frontage - 30' driveway = 77' / 50 = 1-.54 x 300 points = 462 pts.

Staff reviewed the site plan for the above mentioned project. and made the following comments:
Ordinance Requirements:
Site Plan Related
_ Remove the trash receptacle locations near the .driveway. The proposed roll-off
containers must be stored near the building away from Wellborn Road and rolled out to
.Wellborn Road on trash collection. days.
_ Note the size of the proposed waterline along Wellborn Road.
Show the water and sewer service lines to he building.
Show meter locations.
_ Provide water (domestic and irrigation) and sanitary sewer demands. (Provide minimum,
maximum and average water demands. in gallons per minute. Provide maximum sanitary
sewer demands in gallons per day
_ Correct the curb. and ramp detail o include..#4 bars at 18" on center.
Construction Document Related.•
Provide a detail of the proposed sewer manhole ocated in the 15' alley.
Provide construction documents for the proposed water line and fire hydrant.
Provide handicap ramp details at the .driveway entrance at the right-of-way.

_ The conduit route shown on the site plan is .acceptable. The conduit shall be 4" and have
a pull. string.. The .conduit shall ell up 4' on the outside building termination and 6" at the
power pole. The termination shall be within 20' of power; if not, the .owner is responsible
for providing and placing. a 8' x 5/8" :copper ground rod at the base of the termnation.

The building plans for Equity Realty. are in the plans check room. The contractor's aim is to get a site
construction and slab only permit as soon as possible.. He will. be bringing in construction documents for
the fire hydrant soon., and until they are reviewed, approved and the fire hydrant and water line are
installed and operable, they won't be able to bring any combustibles on the site - so a slab only is as far
as they'll be able to go.
Anyway, if you could check these out one day soon, we'll do what we can on this end to get them back to
the contractor. Thanks.

RE: Utility Permits and Driveway Permit for Equity Realty
Dear Mr. Williams:
Please find enclosed three copies of the utility permit for the a 6 inch water line bore and fire
hydrant placement within the Wellborn Road (FM 2154) right-of--way as well as three copies of the
driveway permit for this development, which is located on the east side of Wellborn Road (FM
2154) approximately 312 feet from the intersection of Wellborn Road (FM 2154) and George Bush
Drive (FM 2347). This is the proposed location of the Equity Realty offices. This submittal is
being .made concurrent with our final review of these plans.
Please review and make comments at your .earliest convenience and if you have any questions, or

A couple of reminders:
1 just gof off the phone with Fred Payne with Kling Eng. and he said the contractor was planning on
coming by in a day or so to pick up the approved plans for the waterline for Equity Realty.
1 told Fred that they can't build parts (if not any) of the-line until the eparate instrument public utility
easement is tiled. Legal has it in #heir court right now, drawing up the paperwork, then Mr. Keith
Clements will be obtaining signatures. There are a couple of adjacent property owners that have to sign.
ALSO, TxDOT is still reviewing the new permits for this project (since the locations have changed) and
will need to approve those permits prior to construction beginning. Ir- speaking with TxDOT today they
are currently reviewing them .and are striving to have them back to us this week.
1 don't kr-ow the best way to handle this, there are probably a couple..
Since we have already issued a development permit for this project a long #ime ago,
We either'hold on to all approved plans until these-two items have been taken care of OR we tell the
contractor that he cannot begin until #hose items are completed. 1 would personally rather hang on to the
approved plar-s until these items are taken care of.

i am trying to help two residents of the southside area. they would go through the city's abandonment
procedures if they knew their chances were good for a successful application.
the storeys live at 200 highlands, which is next to an older commercial development. they have several
complaints regarding the adjacent commercial users and it looks like many of these problems could be
solved if the city would abandon the alley that leads from highlands to wellborn. road along their northern
property line.
one of their major complaints-is that the city went in and cut back some trees along that alley and they
have lost a significant .amount of privacy. apparently, the cutting had something to do with dumpster
relocation but was done through electrical because they have the crews and the tree expertise to do the
job. the storeys are. pretty upset that no-.one seemed to have thought about the impact of the tree cutting
on their property.
before they go through the expense, work, and-time involved in applying for an alley abandonment, they
would like. to know whether the city woultl have any opposition to such an abandonment. normally, we
ask that people at least fill out an application before. we start to look into the possibility of an alley
abandonment, and veronica has asked them to do the same in this: case. however, due to the fact that
apparently there was no notice-given these folks, i am going the extra mile o get them an answer
regarding the odds they have at a successful abandonment. we will keep the necessary easements..
do any of you see a reason why we need. to keep an alleyrather than an easement throughthis area?
most of the other alleys in this bloek have been abandondoned already. thanks foryour time....

Sabine, we made a site inspection of the Equityoffice this a.m. and #ound that the 2 new trees and 1
"existing #ree" are missing from the front, `but they. have included 3 crape myrtles along the drive, very
close to the r.o.w. (within 50 feet) and 1 additional crape myrtle up by the building entrance (not within 50
feet of r.o.w.). 1've markedthem on the approved site plan in the file.. The file (97-431). is in your office.
The shrubs are there.
Would you please. call Keith at Equity with your requirements, or let Nat know Friday and she and
Bridgette can call him.' or et us know if what he has is o.k. and we'll let him know that!

angel wanted to meet with me to discuss the concept and see if it was ok. i kindly told him no. i have to
many .plans to review to do this but i would. meet with them if they run into problems with meeting
codes/ordinances. i told him to goto stuart and see if stuart believes he can design if meeting code. if he
can, then just do it. i would approve it if it does. and if they cant meet code then call.

Angel (Negrette, I think) called the other day about the problems they're having, and I contacted a couple
of people about it, including Lawrence. Lawrence said he would meet with Angel to discuss his ideas,
and did, and then Angel met with Bob Moseley 8~ John Logan also, The plan he is going to propose and
have constr. does drawn for is a complete change, wi#h him replacing an existing sewer line for Lawrence
and upgrading it (I think), and doing something. with an existing water line{probably replacing it with a
larger line), with both coming down that alley. Me wants to talk with you before he hires an engineer to
draw the plans to make sure that route "has your blessing`') Apparently it has Lawrence's, Bob's and
John's (according to Angel).
Would you please call him on Thursday A.M. at 774.-4571:. Thanks so much- Keith will be-happy about
it, too! Also, we won't need TxDot permits either! Thanks, V. Let me know -how the conversation goes.
