HomeMy WebLinkAboutStaff Report .STAFF REPORT Item: Consideration of a parking lot plan for .Equity Realty's office .building located at 201 Wellborn Road south of George Bush Dr. Item Summary: The subject site is zoned C=N Neighborhood Commercial, which requires Planning and Zoning Commission approval. In order to approve the use and site plan of a C-N proposal, the Commission must find that the purpose of the district is met. The Zoning Ordinance states the purpose of this district as follows: This district provides small commercial sites far residential convenience goods and ervice businesses. No use shall' be allowed which would adversely affect the health, safety, welfare, or residential character of the neighborhood. The use shall be a low traffic generator and shall not create any noise, light, or odors .abnormal to the neighborhood. no outside storage or display of goods or materials shall be allowed. The applicant is proposing to construct a ,3.,770 square foot one story metal office building.. The site will be oriented to Wellborn Road and take sole access from the front. The. subject property abuts a developed apartment site to the north and a developed single. family area. to the east. A screening fence along these property lines.. has .been discussed with the applicant.. A fence along the western property line may interfere with some of the trees that the .applicant wishes o retain. The screening fence to the east would be adjacent to a dedicated' alley that is no longer used. The applicant may choose to request abandonment of the alley, at which time: a screening fence will be required adjacent to the residential lot. Item Background: The subject property was platted and zoned years ago and remains vacant to date. Related Advisory Board .Recommendations: The City Staff met to review the site plan and made several comments regarding compliance with development requirements. The revised plan adequately addresses... most of the .comments. City Attorney Recommendation/Comments: None. ENGINEERING Water: The applicant is extending water service to his property from a public water line on the east side. of Highlands Street via the 15 foot :alley along .the north side of the property.. This will be a public water line that serves a new fire hydrant at the northwest corner of the property along Wellborn Road. Sewer: The applicant will construct.a sanitary sewer manhole at the end of an existing public 6 inch sewer line located within the 15 foot .alley. Sewer service is available via this public line. Streets: There are no .streets proposed with this development. Off-site Easements:: There is an existing 15 foot wide alley along the: north side of the property that extends from Wellborn Road to Highlands Street. Sidewalks: The applicant_is proposing to install a 4 foot wide sidewalk along the portion of the property that fronts Wellborn .Road. Drainage: The applicant is proposing to detain the increased runoff from this new development within the proposed parking area and drain into the Wellborn Road right-of- way. Flood. Plain: The latest Federal Emergency Management Agency (FEMA) Flood Insurance Rate Maps show that no portion of the subdivision is located within the Regulatory 100 Year Floodplain. Oversize request: None. Parkland Dedication: None. Impact Fees: None in this area.
