SUBJECT: Parking Lot Plan -Holleman & Welsh Office Building; proposed 5200 square
foot office. building on lot 5, block 1 of the Holleman and Welsh Addition along
the east side of Welsh Avenue just south of the Holleman intersection. (97-430)
A Project Review Committee meeting was held Wednesday, October 8,.1997 to discuss the above
mentioned parking lot plan. Assistant City Engineer Morgan moved to approve the site plan with
the following ordinance requirements and comments. (The following is a list of ordinance
requirements and comments identified by the Project Review Committee. This list does not
relieve the .applicant of total compliance with all current. ordinance requirements.)
CONDITIONS OF APPROVAL.

Comments/Concerns:
Greg Taggart with Municipal Development Group was given a copy of the redlined
- "Handicap & Paving Details" and "Grading, Drainage & Erosion Control Plan".
_ .Show and screen the transformer location along Welsh Avenue. The developer is
responsible for conduit installation and 20% of the cost of electrical. service. Coordinate
the electrical service requirements with Electrical Operations Coordinator Tony Michalsky
at (409) 764-3660;
The developer/owner is .responsible for providing and placing two 4" conduits with pull
string: from the outside building location to the. right-of-way of Welsh Street. The conduit
shall ell up 4' on the outside building location and be capped and ell up 6" in the right-of-
way and be capped. The outside building termination shall be within 20' of power - if .not,
the developer is responsible for providing and placing a 8' x 5/8" :copper ground rod at the
:base of the: termination. Coordinate telephone service with G.T.E. Representative
Laverne Akin. at (409) 821-4723,.
P&Z Representative. Silvia seconded the motion to approve the site plan with the above
mentioned conditions which passed unopposed (3 - 0).

APPEAL PROCESSz An applicant may appeal the decision of the-Project Review Committee
to the Planning and. Zoning. Commission. wrtlun five days after the PRC Committee meeting.
Failure to appeal the PRC action shall constitute.. a contractual acceptance of all conditions
imposed, and a waiver and .surrender of all complaints, defects, or potential invalidity, whether
under state or federal law. An applicant appealing the decision of the PRC shall file ten copies of
the final. site plan as approved by the PRC,. showing all changes and requirements imposed by the
PRC, and accompanied by a written explanation of those items being. appealed.. Until said copies
are on file, no furtherdevelopmentapgroval shall occur, and no further action by the Commission
shall take place. An applicant may appeal only .certain aspects of site plan. review, and in the
absence of discretionary review. by the Commission,. or review-pursuant to a petition, all other
aspects of the site plan shall be final. Any notice of appeal shall .state with particularity the aspects
which are to be appealed.
