SUBJECT: Parking Lot Plan - Schlotzskyi's Deli; proposed restaurant to be located at 1612
F.M. 2818 lot 4G,' block-15 of Southwood Plaza Section II totaling 1.03 acres.

A Project Review Committee meeting: was held Wednesday, September 24, 1997 to discuss the
above mentioned parking lot plan. City Planner Kee. moved to approve the site plan with the
following ordinance requirements and comments. (The following is a list of ordinance
requirements and comments identified by the Project Revie-v :Committee. This list does not
relieve the applicant of total. compliance with. all current ordinance requirements.}
CONDITIONS OF APPROVAL
Ordinance Requirements:
Site Plan Related
_ .Note that the dumpster screening. will be a 8' .tall to effectively screen the container.
Remove the. gates from the dumpster enclosure.
_ Will the exterior cooler be painted to match. the building?
Dimension the 23' circulation aisle,
_ In the .parking analysis,. include the outside .seating in the calculations.
_ Verify that the radii dimensions for the driveway entrance at the 30' access easement are
adequate..

_ Change key note 26 to 27 near the handicap parking space.
_ Show or note the distance to nearest fire hydrant. Is there adequate fire hydrant
coverage?
Show the location of fire lanes or note that none are required.
Provide. minimum and maximum water and sanitary sewer demands.
_ Will the existing overhead electrical line remain? If so, is it tall enough for. vehicle
clearance?
_ Verify the 2' overhang for the parking row along the western edge of the property.
(Show the dimension from the parking space o the property line.)
_ Correct general note #5 to reference City of College Station standards.
Provide a detail for the handicap parking signage.
Landscape Plan Redated.•
_ Staff is concerned that. the proposed screening along the F.NI. 281.8 frontage is not
acceptable given the narrow width between the parking spaces and the .property line. The
parking spaces along the F.M.. 2818 frontage must be screened by a 3' wall, berm,
landscaping. or a combination.
_ Staff suggested that he live oak trees along the F.M. 2818 frontage be staggered so they
are not in a straight line. They can be clustered in the parking islands within this row.
_ Are there any. existing trees within the first 24' of the property? If not, make a note to
that effect.
_ Clarify the areas that will contain grass and/or landscaping:.
_ The total landscape points required is 2780. (The required. points is based on the total site
size. - 1346 points instead of 971 points.)
Drainage Plan Related.~
_ Submit a drainage report addressing how detention will be handled on site. (This report
must be .reviewed by staff prior to issuance of a development. permit to allow site
work.)
Provide more detail on-the concrete flume section detail shown on sheet C-2.

Comments/Concerns:
_ Coordinate the electrical. service requirements with Electrical Operations Coordinator

The site plan shows that GTE has a sign in the existing 40' utility easement (parking space
#30). Is this.sign in the way and if so, the developer is responsible for relocation. The
comments on sheet C-3 #16 covers thetelephone requirements. The developer only needs
to provide two 2" conduits. Make. sure the conduit is stubbed up 4' at the outside
building location, and conduit shall: have a .pull string. Coordinate telephone service
details with G.T.E. Representative Laverne Akin at (409) 821-4723.
Assistant City Engineer Morgan seconded the motion to approve the-site plan with the above
mentioned conditions. which passed unopposed (3 - 0).
SUBMIT 4 COMPLETE SETS OF CONSTRUCTION DOCUMENTS WITH THE REVISED
SITE PLAN ATTACHED TO CONTINUE WITH PHASE II OF THE BUILDING PERMIT
PROCESS. COORDINATE FUTURE. SUBMITTALS WITH DEVELOPMENT
COORDINATOR SHIItLEY VOLK AT (409) 764-3570.
APPEAL PROCESS: An .applicant may appeal the decision of the Project Review Committee
to the Planning and Zoning Commission within five days after the PRC Committee .meeting.
Failure to appeal the PRC action shall constitute a contractual .acceptance of all conditions
imposed, and a waiver and :surrender of all complaints, defects, or potential invalidity, whether
under. state. or federal law. An applicant appealing the decision of the .PRC shall .file ten copies of
the final site plan as approved by the PRC, showing :all changes and requirements imposed by the
PRC, and accompanied by a written explanation of those items being appealed: Until said copies
are. on file, no further development approval shall occur, and no further actionby the Commission
shall take place. An applicant may appeal only certain aspects of site.. plan review,. and in the
absence of discretionary review by the Commission, or review .pursuant to a petition, .all other
aspects of the site plan. shall be final.. Any notice of appeal shall state with. particularity he aspects
which are to be appealed. Coordinate appeal process through Development Coordinator Shirley
