Fire Marshal Tony Michalsky, Electrical .Operations Coordinator Laverne Akin, GTE Representative ST.TBJECT: Parking Lot Plan -Drozd Site Plan; proposed .commercial office complex to be located. on lot 1 of the Drozd Subdivision totaling 2.48 acres and generally located in the southeast quadrant of State Highway 6 and Barron Road. (97-421) A Project Review Committee meeting was held Wednesday, September 3, 1997 to discuss the above mentioned parking _ lot plan. .Chairman. Massey moved to ' approve the .plan with the following ordinance requirements and comments. (The following. is a list of .ordinance requirements and. comments identified, by the Project Review Comnttee. This. list does not relieve the applicant of total. compliance with all current ordinance requirements.) Ordinance Requirements: Site Plan Related _ There is not adequate fire protection to building E. This area should be reconfigured so that a fire lane may.. be extended. to cover .these two buildings with .the .necessary turnaround .requirements. The fire hydrant could. also be relocated closer to building A as suggested by Fire Marshal Jon Mies. _ Dimension the distance between. buildings D and E. _ Provide a 6' tall wooden fence. along the rear property line to screen the proposed development from the existing. residential area. Staff .will look into the :possibility of utilizing the existing fence along the xear of the single family lots that abuts this property. Are you .asking for approval of the "Future 20' Access Drive" at this time? If so, show the phase line and the required: curbing. (The connection to Barron Road and the Wilson Plumbing site will be reviewed in the future before construction of the drive.) y PRC Report Drozd Site Plan Case #97--421 Page 2 of 3 Ordinance Requirements cont.): Site Plan Related _ Curbing must be installed around the perimeter of all paved surfaces. (Show curbing at the end of all turnaround areas. including the edge of the "Future 20' Access Drive". ) Angle the proposed dumpster pad at 45° so that it can be easily accessed by a front-end loading sanitation truck. (Clarify the use of the "Heil Trash Containers". These roll-off containers cannot be accessed given the .proposed locations.) Staff. will work with Jim Smith to determine ifboth types of trash receptacles are acceptable. Note that the proposed sanitary sewer line is private. Verify that there enough room for the .proposed fire .hydrant within the public utility easement given the close proximity of building A. Show the fire lanes throughout the site. _ Correct the total number of handicap parking spaces provided to 5. Landscape Plan Related _ Are there any existing trees within the first 24' along the .State Highway 6 Frontage Road? If not, make a note on the site plan. _ Provide screening.. for. the parking. lot along the. State Highway 6 Frontage Road in accordance with he Streetscape requirements. _ Landscape calculations should be as follows: _ Streetscape requirement: 185' - 25' = 160' / SA = 3.2 x 300 = 960 points.. _ Streetscape points (960) + Landscape points (3247) =4207 total points. Trees along Hwy. 6: 160' 125 = 6.4 = 6 street trees.. Drainage PZan Related Provide a manhole detail. Note what kind of outlet structures will be used and where. _ Verify the reference to a 14"RCP just south of the subject property on State Highway 6. _ On sheet 3 of 4, Waterline Profile, show the flow.analysis for the pipe. Note where the Cement Stabilization Detail is used.. (Shown as detail #5 on sheet 4 of 4.) PRC Report Drozd Site Plan Case #97-421 Page 3 of 3 Comments/Concerns:. _ The site .plan shows that wheel stops are being used with a 20' long parking space. Wheel stops. are not required; however, they can be used with a minimum parking space depth of 20'. If the wheel stops are removed, the parking space depth maybe reduced to 18'. Submit a TxDOT permit application for the proposed driveway location and. drainage that will be discharged within the right-of--way. _ Coordinate the electrical service requirements with Electrical Operations Coordinator TonyMichalsky at (409) 764-3660. _ The .developer/owner is responsible for providing. and placing conduit as shown on the attached site:. plan... The conduit .shall ell up 4' at each outside building location. The conduit shall have pull: string - no sharp bends in the conduit. The GTE termination (dmarc) will be on' the outside , of each building.. The termination .must be within 20' of power - if not, the developer/owner is responsible for providing and placing a 8' x 5/8" copper .ground rod at the base of each termination. GTE will place two splice boxes (manholes) in the 10' utility easement to access the° conduit -this is necessary for .cable splicing. Please, provide telephone requirements for .each .building and the occupancy date. Coordinate details with GTE Representative Laverne Akin at (409) 821-4723. Assistant City Engineer Morgan .seconded the motion. to .approve the .site plan with the above mentioned conditions which passed unopposed (3 - 0). SUBMIT 3 COMPLETE SETS OF CONSTRUCTION DOCUMENTS WITH THE REVISED SITE PLAN ATTACHED AND 3 COPIES OF THE REVISED SITE PLAN. ONLY TO CONTINUE WITH PHASE II OF THE BUII,DING .PERMIT PROCESS. COORDINATE DETAILS WITH DEVELOPMENT COORDINATOR SHIl2LEY VOLK AT (409) 764-3570. APPEAL PROCESS: An applicant may appeal the decision of the Project Review Committee to- the Planning and Zoning. Commission within. five days after the PRC Committee meeting. Failure to appeal the PRC action shall constitute a contractual. acceptance of all conditions imposed, and a waiver and surrender of all complaints,. defects, or potential invalidity, whether under state or federal: law. An applicant appealing the decision of the PRC shall file ten copies of the final site plan as approved by the PRC, showing. all changes and requirements imposed by the PRC, ,.and accompanied by a wntten explanation of those items being appealed. Until said copies are on file, no further: development. approval shall occur, and no further action by the Commission shall take place. An applicant may appeal only certain. aspects of site plan review, and in the absence of discretionary review, by the Commission, _ or review, pursuant to a petition, all other aspects of the site plan shall be final. Any notice of appeal: shall state with particularity the aspects which are to be appealed. Coordinate appeal process through..
