(97-419) A Project Review Committee meeting was held Wednesday, July 23, 1996 to discuss the above mentioned parking lot plan. City Engineer Laza moved to approve. the site plan with the following ordinance requirements and comments. The following is a list of ordinance requirements and comments identified by the Project Review Committee. This list does not relieve the applicant of total compliance with all current ordinance requirements. CONDITIONS OF APPROVAL Ordinance Requirements: Sheet C-1 _ Provide a legend of symbols. Provide utility demands for the new construction. (Include domestic. and irrigation water demands in maximum gallons per minute and sewer demands in average gallons per day.) The existing dumpster ize and location will need to be analyzed for the entire site. Show the fire lane. markings throughout the site. Show existing and proposed utilities and their location. Label the fire hydrants as existing or proposed. Show the location of water meters. Note that the overhang in the fire lane must have a minimum 14' clearance. Sheet C-2: Submit a drainage. report for the site. _ Provide a drainage analysis of the 12" pipe between David Gardner's and building A to ensure capacity. Show where the 6" storm pipe near the front of building A drains. Remove the. following note from sheet C-2 and place on sheet C-1 "This project is not located in a 100 year flood plain". Comments/Concerns: _ Note on the landscape plan that any areas disturbed during construction must be returned to the natural condition. _ Coordinate the electrical service requirements with Electrical Operations .Coordinator Tony Michalsky at (409) 764-3660: _ The developer/owner. is responsible. for providing and placing two 4" conduits with pull string from each building to the existing overhead line along the northwest side of the property. The conduits shall stub up 4' of the outside building location and 6" at the power pole.. The conduits shall have no sharp bends. Outside termination shall be within 20' of power - if not, the owner is responsible for providing and placing a 8' x 5/8" copper ground rod at the base of the outside termination. GTE's termmnation (DMARC) will be on the outside of each building. Coordinate details with Laverne Akin at (409) 821-4723.. _ Gas service is available to all three buildings. Coordinate details with Lone Star Gas Representative Don Fazzino at (409) 776-0627. Planning and Zoning Commission Representative Silvia seconded the motion to approve the site plan with the above mentioned conditions which. passed unopposed (3 - 0). SUBMIT 4 COMPLETE SETS OF CONSTRUCTION DOCUMENTS WITH THE REVISED SITE PLAN ATTACHED AND 3 COPIES OF THE REVISED SITE PLAN & LANDSCAPE PLAN ONLY TO CONTINUE WITH PHASE II OF THE. BUII,DING PERMIT PROCESS: COORDINATE DETAILS WITH DEVELOPMENT COORDINATOR SHIRLEY VOLK AT (409) 764-3570.. APPEAL PROCESSt An applicant may appeal the decision of the Project Review Committee to the Planning and Zoning Commission within five days after the PRC Committee meeting. Failure to appeal the PRC action shall constitute a contractual .acceptance of all conditions imposed, and a waiver and surrender of all complaints, defects, or potential invalidity, whether under state or federal law.: An applicant. appealing the decision of the PRC shall file ten. copies of the final site. plan as approved by the PRC, showing all changes. and requirements imposed by the PRC, and accompanied by a written explanation of those items being appealed: Until said copies are on file, no further development approval shall occur, and no further action by the Commission` shall .take.. place. An applicant may appeal only certain aspects of site plan review, and in the absence of discretionary review by the Commission, or review pursuant to a petition, all other aspects of the site plan shall be final.
