Show all meter locations. Meters must be located in easements or R.O.W. (City will size meters.) The following are typical standards for Plan Development established by Ordinance or Policy: ® 1. Building separation is a minimum of 15 feet. ® . ~ Building setbacks are outlined in Ordinance 1638, Zoning Ordinance, Table A (Sec. 7, P. 30). 3. Minimum parking space is 9' X 20', or on a perimeter row, 9' x 18' with a 2' overhang. 4. Minimum drive width is 23' with head-in parking or 20' without parking. C~S. Raised landscaped islands, (6" raised curb) of a minimum of 180 sq. ft. are located at both ends of every parking row. 'Additionally, 180 sq.' ft. of landscaping for every 15 interior parking spaces must be provided. i '~ 6. Streetscape compliance is required which involves special plantings along streets specified in the City's Streetscape Plan. 7. A 6" raised curb is required around all edges of all parts of all paved areas without exception. (To include islands, planting areas, access ways, dumpster locations, utility pads, etc.) Curb detail to be approved b~ity En ineer. No exceptions will be made for areas designated as "reserved for future parking" 8. Wheelstops may be required on interior rows longer than 10 spaces or in special situations. '0~ 9. Sidewalks are required at time of development if property has frontage on a street shown on the sidewalk Master Plan or if the Project Review Committee determines the necessity. (Refer to Section 10.2 of the Zoning Ordinance). 10. Locations of dumpsters shall be such that dumpsters are not visible from streets. Gates are discouraged and visual screening from R.O.W. is required. ^ 11. Healthy, native trees over 6" in caliper should be retained whenever possible. ~12. Fire .lanes of a minimum of 20 feet in width with a minimum height clearance of 14 feet must be established if any structure of any type is more than 150 feet from a public street or highway. 13. Any structure in any zoning. district other than R-1, R-lA, or R-2 must be within 3.00 feet of a fire hydrant as measured along a public street or along an approved fire lane as the hose is laid offthe truck. 14. Fire hydrants must be located on the same side of a major street as a project, and shall be in a location approved by the City Engineer. 15. Fire hydrants. must be operable and accepted by the City and drives must have an all weather surface before combustibles can be brought on any site. ^ 16. A twenty four foot setback from R:O.W. to curb of parking lot is required. Parking may be allowed in 1 this area up to a maximum of 7 contiguous spaces. L10 17. All plans must include irrigation systems for landscaping.. I just wanted to follow up in writing with some.. of the preliminary findings after our site visit. The following is a list. of items that need to be addressed prior to issuance of a Certificate of Occupancy: There is a paved area: connecting the parking .lot to Building C that was not shown on the approved site plan.... (This paved area is generally located between Building C .and Chappel Street.) This. area needs to be shown on a revised site .plan that meets the minimum requirements of the City's Zoning Ordinance especially with respell to curbing, end islands, etc. We will also need a revised drainage report or a letter from your Civil .Engineer addressing this .area ofthe site. Was this additional impervious cover included in the original _ _ _._ _' drainage report? Can the existing storm water-drainage system handle-the additional-run-off? -- The roof ..drain systems do not discharge .into the parking lot as shown on :the approved drainage report. What was constricted does not match. what was approved in the drainage report in terms of where .the water is being collected and discharged into the storm water system. Additional plans must be submitted to .correct this situation. ® Landscaping and irrigation installed per the approved landscape plan. Please note that the above .list is not a complete list and other items may come up through the formal building .and .site. inspection process. It is difficult to put together a complete and comprehensive punchlist since elements of the approved construction documents and drainage report were changed in the field. without the benefit of review and approval by the City.. October 13, 1998,. you have requested a variance to allow the temporary construction drive from Chappel Street to become a permanent drive for certain customers of the Kapser Office development. The decision to allow this as only a temporary drive for construction purposes was made for several reasons. The. property has access to a major arterial roadway, which is what commercial traffic should use to ' access sites. The property east of the site. is all residential, and in fact single family residential. The City has development policies that call for protecting. existing residential areas from intrusion: We have already had calls complaining about the constnzction traffic that has been going through the neighborhood relative to this project. This driveway access decision was made during the site plan review process as required in the City's Zoning. Ordinance and the City's Driveway Access Ordinance. In both ordinances there is discretion for determining the appropriate location and design of driveways depending on several criteria. Appeals of decisions from the Driveway Access Ordinance mustbe made in writing within 30 days of the decision. Appeals of site plan review decisions must be made within five (5) days of site plan review. The Kapser Office development is well under construction and the time. period for appeals has long since passed. ,Even if your appeal were timely, the staff would recommend strongly against allowing commercial traffic to access through the adjacent residential neighborhood. Box 9960 College Station, TX 77842 RE: Variance for Kapser Office Park Dear Natalie, I would like to request for he owner, Ludwig Kapser, a variance to the ordinance that would allow a curb cut onto Chappell Street from the Kapser Office Park parking lat (see Exhibit `A'j. The owner is presently working with two tenants, a lawyer, and an accountant, whose clientele by a large percentage are elderly. They are both concerned with .their elderly clients exiting. onto University Drive because of their slow reaction time and high traffic counts. By allowing. a Curb cut onto Chappell, elderly clients could turn at .the light .from University Drive onto Tarrow and turn onto Peyton to the parking lot (see Exhibit `B'). This way will provide an entrance that is safe to the site.
