SUBJECT: Temporary Construction Parking Lot;. proposed Northgate construction related
parking lot to be located on lots 8-11, block 11 of the Boyett Subdivision on the
southeast corner of the Wellborn Road and Louise Street intersection.
A Northgate Revitalization Board Subcommittee (NRBS) meeting was held Wednesday, July 9,
1997 to discuss the above mentioned .parking lot. Richard Benrung made. a motion which was
seconded by Jane Kee to approve the parking lot .plan for the above mentioned parking lot with
the following conditions:
CONDITIONS OF APPROVAL:
• Time limit for this temporary lot is 2 years, after which time the lot will be re-
evaluated for its use.
• A 6 foot solid wood screening. fence. is located along the eastern property line.
• A combination of 3 foot high berm and landscaping to screen and provide a barrier to
vehicle traffic should be located along. the southern property line. (There were
discussions with the owners of .Cafe Eccel concerning joint participation in this
screen. The City will install the berm and landscaping.. Cafe Eccel will maintain that
landscaping
• Landscape screening (3 foot .high) should be included along Wellborn Road and
Louise Street.
• Sleeves for irrigation and electricity should be installed with the parking lot.
• Security lights should be installed on .the existing utility poles and the monthly bill
should be sent. to the Northgate Merchants Association:
• The parking lot shall be built to all City construction: standards, including base
materials and depth, curb; gutter, with exception of the surface, which can consist of
seal coat to allow for easy asphalt overlay in the future if the .lot becomes permanent.
The motion with the above conditions was approved unanimously, (6 - 0).

APPEAL PROCESS: An applicant may appeal the decision of the NRBS to the Planning and
Zoning Commission. Failure to appeal the NRBS action shall constitute a contractual acceptance
of all conditions imposed, and a waiver and surrender of .all complaints, defects, or potential
invalidity, whether under state or federal law. An applicant appealing the decision of the NRBS
shall file ten copies of the final site .plan as approved by the NRBS, showing all changes and
requirements imposed by the NRBS, and accompanied by a written explanation of those items
being appealed. Until said copies. are on file, no .further development approval shall occur, and no
further action by the Commission shall take place. An applicant may appeal only certain aspects
of site plan review, and in the absence of discretionary review by the Commission, or review
pursuant to a petition, all other .aspects of the site plan shall be final. Any notice of appeal shall
state with particularity the aspects which are to be appealed.
