SUBJECT: Parking Lot Plan -Texas Convenience Store; proposed service station and
convenience store to be located on lot 1, block 5 of the Edelweiss business Center
on the northeast corner of Wellborn Road and the Rock Prairie Road extension.

A Project .Review Committee (PRC) .Meeting was held Wednesday, .July 2, 1997 to discuss the
above mentioned :parking lot plan. City Engineer Laza moved. to approve the site plan with the
following ordinance. requirements. (The following is a list of ordinance requirements and
comments identified by the PRC. This list does not relieve the applicant of total compliance with
all current ordinance requirements.)

location and necessary screening to be reviewed and approved by staff. Staff will fax a
copy of the approved location to the. Project Review Committee members.

rights-of--way?
~ Will there be any sit down dining?
~,/ Provide a screening fence between this property and the proposed residential development
to the north.

,~ Show the location of the emergency shut-off-valves. (They must be located more than 15'
and less than 75' from the pumps.)
The proposed pole sign must be permitted separately. If the applicant would like pre-
approval now, submit the necessary height information.
Note the vertical clearance of the proposed canopy.
~ Show the fire lanes throughout the site.
_ Materials other than concrete should be used such as keystone (not gray), split block,
exposed aggregate, Texas stone, etc. for the detention pond outlet control device.
Plantings may also be an option to screen the structure from public rights-of--way.
~ Provide the irrigation demands.
p/ The total number of parking spaces provided is 26.
Landscape Plan Related
~? An irrigation plan must be submitted and the system installed prior to issuance of a
certificate of occupancy.
_ Show the barricade details for the. existing trees to remain. (Note that all existing trees
within the first 24' of the property along Wellborn and Rock Prairie Road will be
preserved.)
Provide. an additional 1260 points for Rock Prairie Road.

_ Coordinate the electrical service requirements with Electrical Operations Coordinator

_ Coordinate necessary easements, conduit placement and telephone service details with
G.T.E. Representative Laverne Akin at (409) 821-4723.
_ A 6" polyethlyne gas main has been installed along Rock Prairie Road and dead ends. at
the.right-of--way line of Wellborn Road.. Gas service for this facility will need to come
from Rock Prairie Road. Please submit gas requirement and equipment list to Lone Star
Gas Representative David borough via a-mail <dorough@cy-net.net> or fax 776-2175.
Commissioner Massey seconded the motion to approve the parking lot plan with the above
mentioned conditions which; passed unopposed (3 - 0).

APPEAL PROCESS: An applicant may appeal the decision of the Project Review Committee
to the Planning and Zoning Commission within five days after the PRC Committee meeting.
Failure to appeal the PRC .action shall constitute a contractual acceptance of all conditions
imposed, and a waiver and surrender of all complaints, defects, or potential invalidity, whether
under state or federal law. An applicant appealing the decision of the PRC shall file ten copies of
the final site plan as approved by the PRC, showing all changes and requirements imposed by the
PRC, and accompanied by a written explanation of those -items being appealed. Until said copies
are on file, no further development approval shall occur, and no further action by the Commission
shall take place. An applicant may appeal only certain aspects of site plan review, and in the
absence of discretionary review by the Comrrussion, or review pursuant to a petition, all other
aspects of the site plan shall be final. Any notice of appeal shall state with particularity the aspects
which are to be appealed.
