Parking Lot Plan - Karbrooke Storage Building; proposed 4000 sq. foot storage building to be located behind the existing Crystal .park Plaza office building (at 4101 South Texas Avenue -East bypass). (97-414) A Project Review .Committee (PRC) Meeting was held Wednesday, June 1'8, 1997 to discuss the above mentioned parking tat plan. Assistant to the: City Engineer Homeyer moved to approve the site plan with the following ordinance .:requirements and. comments. (The following is a list of ordinance requirements .and comments identified by the PRC. This list does not relieve the applicant of total compliance with all current ordinance requirements Ordinance Requirements: _ Submit a drawing showing how the proposed storage building. fits in with the remainder of the developed site.. _ Verify that platting will not be required. (The 1.92 acre tract is referenced in a current record -volume 2758, page 224.) _ Make sure that the building does not encroach into the .existing easement during construction; otherwise, a license to encroach will bexequired_ _ Label the trees referenced in the landscape legend and show the barricade details. (The labels should include- the tree species type and size. You may. only claim credit for trees within the same areaused to calculate point requirement.) _ In the parking legend, .reference the 35 parking. spaces that were dedicated to Brethren Church. (There is a section of curb missing along the concrete driveway apron adjacent to the 1.92 acre tract.) _ Clearly designate the fire lanes. _ Provide the necessary drainage information for the site. Detention will be required or the applicant can show the minimum. and maximum impacts downstream. Comments/Concerns: _ Coordinate the electrical. service requirements and necessary easements with Electrical Operations Coordinator Tony Michalsky at (409) 764-3660: If telephone service is needed, coordinate details with G.T.E.. Representative Laverne Akin at (409) 821-4723. Coordinate gas service details with Lone. Star Gas Representative Don Fazzino at (409) 776-0627. P&Z Representative Garner seconded the motion to approve the parking. lot plan with the above mentioned conditions which passed. unopposed (3 - 0). SUBMIT 4 COMPLETE SETS OF CONSTRUCTION DOCUMENTS WITH THE. REVISED SITE PLAN .ATTACHED TO CONTINUE WITH PHASE II OF THE BUILDING PERMIT PROCESS. COORDINATE FUTURE SUBMITTALS AND/OR APPEALS WITH DEVELOPMENT COORDINATOR SHIRLEY YOLK OR PLANI\TING TECHNICIAN NATALIE THOMAS. RUIZ AT {409) 764-.3570. APPEAL PROCESS.: An applicant may appeal the decision. of the Project Review Committee to the Planning and. Zoning Commission within. five days after the PRC Committee meeting. Failure to appeal the PRC action .shall constitute a contractual acceptance of all conditions imposed, and a waiver and surrender of all .complaints, defects, or potential invalidity, whether under state or federal law. An applicant appealing the decision of the PRC -shall file ten copies of the final site plan as approved by the PRC, showing all changes and requirements imposed by the PRC, and accompanied by a written explanation of those. items. being appealed. Until said .copies are on file, no further development approval shall occur, and no further action by the Commission shall take place. An applicant. may appeal only certain aspects of site plan review,. and in the absence ofdiscretionary review by the .Commission, or review. pursuant to a .petition,. all other aspects of the site plan shall be final. Any notice of appeal shall state with particularity the aspects which are to be appealed.
