form as it only requires a 3-point turn for our vehicle, but we'll take all the extra room they want to give

I have put a sketch of a change S&W wants to make totheir approved plans (and what's on the ground
already). They want to add a little more parking by the pharmacy, they need to extend the area where
the dumpster is located because the drivers are having problems getting to it as it was approved and

~ Please look the sketch over and either o.k. the plan or make suggestions as to how to revise it to make it
work better. Also, let me know what will be needed from them for you to be .able to o.k. a development
permit from engineering for them to do the work.. I think all they will need is a revised site plan, a
drainage letter and grading & erosion control plan, and a development permit to start the work.
Anyway, it's in the plans check room,. so please review and comment on it.
Also in the plans check room is one set of school plans for the Oakwood school. I put the planning folder
there too so you can compare what was previously approved for it.
Carl tells me there are .plans for Willow Branch School in this same set, but we are to ignore them - so
just concentrate on Oakwood. It's a complete set of plans with landscaping, site, all civil drawings and
:.building plans.

SUBJECT: Parking Lot Plan -Scott & White Pharmacy; proposed pharmacy to be located on
the northwest corner of the Highway 6 Frontage Road and Brazoswood Drive,
south of the existing Scott & White facility. (97-413)
A Project Review Committee (PRC) Meeting was held Wednesday, July 10, 1997 to discuss the
above mentioned parking lot plan. Commissioner Lightfoot moved to approve the site plan with
the following ordinance requirements and comments. (The following is a list of ordinance
requirements and comments:.. identified, by the PRC. This list does not relieve the applicant of total
compliance with all current ordinance requirements.)
Ordinance Reuuirements:
Sheet C3-1:
_ Include a vicinity map on the site plan.
If the metal beam guard fence is required for safety reasons, submit details that address the
aesthetic concerns of the. Committee. A bronze colored pipe- rail fence could be used or
landscaping:installed to screen it from the right-of--way.
Label the existing fire hydrant. (It is shown but not labeled.)
Label the fire lane and show with dark line.

Ordinance Requirements (cont.l:
Sheet C8-2:
_ Modify the "Rigid Pavement with Curb and Gutter" detail to include the following
requirement for fire lanes - 6" concrete thickness with #4 bars @ 18" O.C.
_ Modify the "Section -Warning Crossing" detail to include #4 bars. @ 18" O.C. since this
crossing is located within the fire lane. Modify the general note #3 to read "Pavers shall
be suitable for automobile traffic and fire truck traffic."
Sheet C8-S:
Modify the "Dumpster Pad" detail to include a 8' high fence to adequately screen the
dumpster.
Comments/Concerns:
_ Coordinate the electrical service requirements, easements and associated costs with
Electrical Operations Coordinator Tony Michalsky at (409) 764-3660:
_ Please call before the driveways accessing Brazoswood Drive are constructed. G.T.E.
needs to place conduit under the drives to prevent boring at a later date. Coordinate
telephone service details with G.T:E. Rep. Laverne Akin at (409) 821-4723.
_ Coordinate gas service details with Lone Star Gas Rep. Don Fazzino at (409) 776-0627.
Assistant to the City Engineer Homeyer seconded the motion to approve the parking lot plan with
the above mentioned conditions which passed unopposed (3 - 0):
SUBMIT 4 COMPLETE SETS OF CONSTRUCTION DOCUMENTS WITH THE REVISED
SITE PLAN ATTACHED TO CONTINUE WITH PHASE II OF THE BUILDING PERMIT
PROCESS. COORDINATE FUTURE SUBMITTALS AND/OR APPEALS WITH
DEVELOPMENT COORDINATOR SHIRLEY YOLK. OR PLANNING TECHNICIAN
NATALIE THOMAS RUIZ AT {409) 764-3570.
APPEAL PROCESS: An applicant. may appeal the decision of the Project Review Committee
to the Planning and Zoning °Commission within :five days after the. PRC .Committee. meeting.
Failure to appeal the PRC action shall constitute a contractual acceptance of all conditions
imposed, and a waiver and surrender of all complaints, defects, or :potential invalidity, whether
under- state or federal law. An applicant appealing the decision of the PRC shall file ten copies of
the final site plan as approved by the PRC, showing all changes and requirements imposed by the
PRC, and accompanied by a written explanation of those items being appealed. Until said copies
are on file, no further development approval -shall occur, ;and no further action by the Commission
shall take place. An applicant may appeal only certain aspects of site plan. review, and in the
absence of discretionary review by the Commission, or review pursuant to a petition, all other
aspects of the. site plan shall be final. Any notice of appeal shall state with particularity the aspects
which are to be appealed.
