shirley, muzz went out and looked at the landscaping and we can't release the bond yet. looks like we
don't have enough points out there. if they start to argue with you, have them call me, not muzz. we
may need to work out a schedule for compliance`and they may need to extend their bond (i don't know
when it expires).
~~ on the parking issue, please pass that info on to them and let them know that we are having code
enforcement look at the entire area. napa people may not be the. only ones parking on the grass in that
area - it may be sevcik and the .bank as well. thanks!

Notes RE: Landscape inspection of Napa Auto Part Store ~ O

Installed landscaping is not what was approved on plan. a only plant materials installed are along the D
frontage road and consists of 2 existing 6 and 7" CAL ater oaks and 5 newly installed approx. 2" CAL _
oaks. Underneath these trees are approx. 40 boxes (7 - ery tiny plants - am unsure if they are dwarf \
or just too small. Tn any event the required point total i 2084 d they have only installed approx. (if I
am generous with the size. of the installed trees and award em 150 pts. each) 750 point in trees and 400 Q
points in shrubs for a total of 1150 points. Thy are short by 934 points. Also there is no landscaping ~~U p
anywhere else on the property. But most of does appear to be sodded. 1~
Additonally, they are .parking along the south side of the property on the dirt behind the raised curb. And
hence the grass is ruined and the dirt is very rutted.
Also there is considerable mud along the west side that maybe the result of utility construction. It is not
clear, but it is unacceptable to leave it that way.

So it appears that they have a lot of work to do and do not release the landscape bond. ~~

RE: Driveway Variance Request for Lot 2R, Block 14C Southwood Valley Section 19
Dear Mr. Goolsby:
I have reviewed the information you submitted with regard to your driveway variance request at the
above referenced location. The Driveway Access Location and Design Policy states "In addition
to ramp spacing, driveways om frontage roads under the jurisdiction of the Texas Department of
Transportation shall also meet the other requirements of this chapter as major arterial streets". As
we discussed in the pre-development meeting on February 18, 1997 the minimum driveway spacing
for adjacent driveways on a major arterial street is 275 feet. In my decision, I took into account
that this property is only 204.38 feet wide and is substantially less than this minimum. However,
this property currently has access by way of the 30 foot access easement located adjacent to Lot 1
(also known as Sevcik's Texaco). For this reason, I have denied your request to deviate from the
minimum driveway spacing. If you choose to pursue this further, you have the option to appeal
this decision to the Planning and Zoning Commission. This commission meets on the first and
third Thursday of every month at 7:00 p.m. in the Council Chambers.. If you select this' option,
please submit a request either in writing or verbally to myself and' I can schedule you for the next

Thanks for your assistance. Attached is the resubdivision plat marked for curb cuts along
the 281$ feeder road between Hilltop Drive and Longmire.
As requested weave shown the curb cut locations and distances of existing curb cuts
between Hilltop and access easement behind the Firestone store.
We request a curb cut at the west property line next to the Past Office drainage way. This
leaves 155 feet between requested curb cut and access existing easment behind Firestone.
This business with anticipated start up (first year sales) of $1,OQO,Q00 would represent a
valuable addition to the College Station market and cannot be built without suitable
property. We appreciate your help in this matter.

SZJBJECT: Parking Lot Plan -Napa Auto Parts; proposed auto parts facility to be located at
1520 F.M. 2818 on lot 2R, block 14C of Southwood Valley Section 19. (97-412)
A Project Review Committee (PRC) Meeting was held Wednesday, July 10, 1997 to discuss the
above mentioned parking lot plan. Commissioner Lightfoot moved to approve the site plan with
the following ordinance requirements and comments. (The following is a list. of ordinance
requirements and comments- identified by the PRC. This list does not relieve the applicant of total
compliance with all current ordinance. requirements..)
Ordinance Requirements:
Label all curbing. (Curbing must be placed along the perimeter of the parking lot.)
_ Submit details on what the proposed. pavers will look like.. (Color, texture, etc.)
Verify that the two end islands along the parking row closest to the building are the
minimum 180 square feet each.
_ Show where the warehouse and retail areas will be in the building. Customer access to the
warehouse area will be limited.
_ The proposed domestic and irrigation water meters must be located in a public utility
easement or right-of-way. (The City will size the meters based on the utility demand
information.).

SITE PLAN ATTACHED TO .CONTINUE WITH PHASE II OF THE BUILDING PERMIT
PROCESS. COORDINATE FUTURE SUBMITTALS AND/OR APPEALS WITH
DEVELOPMENT COORDINATOR SHIRLEY YOLK OR PLANNING TECHNICIAN

APPEAL PROCESS:. An applicant may appeal the decision of the Project Review Committee
to the Planning and Zoning Commission within five days after the PRC Committee meeting.
Failure to appeal the PRC action shall constitute a contractual acceptance of all conditions
imposed, and a waiver and surrender of all complaints, defects, or potential invalidity, whether
under state or federal law. An applicant appealing the decision of the PRC shall file ten copies of
the final site plan as approved by the PRC, showing all changes and requirements imposed by the
PRC, and accompanied by a written explanation of those items being appealed. Until said copies
are on file, no further development approval shall. occur, and. no further action by the Commission
shall take. place. An applicant may appeal only certain aspects of site plan review, and in the
absence of .discretionary review by the Commission, or review pursuant. to a petition, all other
aspects of the site plan shall be final. Any' notice of appeal shall state with particularity the aspects
which are to be appealed.

decided after hearing all the pertinent facts:
We will give them 300 points each for the existing trees, per the converation with SM. ,
We will only give them 150 points for each confainerized tree they had planted by the Greenery because
that's what they paid for. If they aren't that big, The Greenery will have to replace them.
They will get the 400 points for the shrubs planted.
That makes a total of 1750 they have planted and they need 2084 according to Muzzy's calculations.
