'~~/j The following are Typical s#andards for Plan Deveioprnen# established by Qrdinance or Policy: ^ 1. Building separation is a minimum of 15 feet. ^ 2, Building setbacks are outlined in Ordinance if38, Zoning Qrdinance, Table A (Sec. 7, P. 30). ^ 3 . Minimum parking space is 9' X 20`, or on a perimeter row, 9' x 18' with a 2' overhang. 4. Minimum drive width is 23' with head-in parking or 20' without parking. ^ 5. Raised landscaped islands, (6" raised curb) ofa minimum of 180 sq. ft. are located at both ends of every parking row. Additionally, 180 sq. ft. of landscaping far every 15 interior parking spaces must be prav'rded. ^ 6. Streetscape compliance is required which involves special plantings along streets specified in the City's Streetscape Plan. O 7. A 6" raised curb is required around all edges of all parts of all paved areas without exception. (To include islands, planting areas, accessways,.dumpster locations, utility pads, etc.) ~,urb detail to be aynroved by City Eni~in, eer. i'~Io exceptions will be made for areas designated as "reserved for future parking„ . ^ $. Gates are discouraged and visual screening from R.O.W. is required. ® i 1. Healthy, native trees over 6" in caliper should be retained whenever possible. ^ 12. Fire lanes of a minimum of 20 feet in width with a minirnum height clearance of 14 feet must be established if any structure of any type is-more than 150 feet from a public street or highway. ^ 13. Any structure in any zoning district other than R-1, R-lA, or R-2 must be within 300 feet ofa $re hydrant as measured along a public street or along an approved fire lane as the hose is laid off the truck. ^ 14. Fire hydrants must be located an the same side of a major street as a project; and shall be in a location approved by the City Engineer. ^ 15. Fire hydrants must be operable and accepted by the City and drives must have an all weather surface before combustibles can be brought an any site. ^ 16. A twenty four foot setback from. R:O.W. to curb of parking lot is required. Parking may be allowed in this area up to a maximum of 7 contiguous spaces_ ^ 17. All. plans must include irrigation systems for landscaping. The :Sanitation Department requests that any gates include locks to hold the gates open while the container. is being. serviced. Most model homes that I've seen are also used as sales offices.. If the model homes are allowed without the required parking, drainage info., etc., why not a temporary sales office? _ Regardless of what we call it, it has to be removed or converted when 80~ of the C.O.'s have been issued - so it is temporary. »> Sabine. McCully 05/20/97 11:43am »> i've always told. people that we don't treat anything as temporary - even a snow cone stand, it it's to be located on it's own separate lot, would have to meet pavement, curbing, landscaping, etc. the springbrook thing was home built to sf standards that was used as a model home for a while and they did not want a driveway until the use converted to a real sf home. i ok'd that and i think conditioned the building permit that the drive would go in when the, use converted. »> Jane Kee 05/19/97 04:48pm »> Should we treat this like we would a SF home? I have other questions: does he have to do a drainage report, and drainage and grading plan on this? I told him I thought he would have to, but he was certainly surprised because it's "temporary", and allowed in the zoning ordinance until 80~ of the lots are c.o.'d. Should he come in for a predevelopment meeting, or should I simply give him the site plan check list and a development permit application and tell him he needs to develop this as he would a permanent office building.. What would we have him do if he had a "model home" that he was using as a sales office as well as a model home? Do we treat that any differently? I think someone had one in springbrook at one time, didn't they? He is perfectly willing to build the parking lot to the minimum asphalt standards and also to put in at least 500 points of landscaping, but he questions having to have an engineer 'prepare a drainage report to address runoff and to get a development permit which addresses erosion control. He says the runoff he is creating is no more than a single family home would create. I truly am not trying to be difficult in asking all these questions. I'm just trying to ascertain what to tell Allen and how to justify some of what we ~w require in a "temporary" situation (which sometimes stays longer than we would think of as temporary!).
