Staff recommends that the driveway be relocated as shown on the previous plan.

SUBJECT: Parking Lot Plan - MWM Corporation Office Building; proposed office building
to be located on lot 3, .block 1 of Emerald Park Plaza. subdivision on the .northeast
.corner of Gemstone and Emerald Parkway. (97-409)
A Project Review Committee (PRC) Meeting was held Wednesday, May 14, 1997 to discuss the
above mentioned parking lot plan. City Engmeer Laza moved Yo approve the site plan with the
following. ordinance requirements and: comments. (The follovv~ng is a list of ordinance
requirements and comments,identified by the PRC. This list does not relieve the applicant of total
compliance with all current ordinance requirements.)

Comments/Concerns:
_ Provide a temporary blanket easement for the site for utility installation. Complete and
return the attached easement information sheet and service request form. Coordinate the
electrical service requirements and necessary easements with Electrical Operations
Coordinator Tony: Michalsky at (409) 764-3660:
Place two 4" conduits from the outside building termination to the utility easement along
Emerald Parkway. The conduit shall. ell up 4' at the outside building location and 6" at
the easement. The conduit shall have pull string and be capped. Termination must be
within 20' of power; if not, a 8' x 5/8" copper ground rod must be provided and placed by
the developer. .:Coordinate telephone service details with G.T.E. Representative Laverne
Akin at (409) 821-4723.
_ The building. will be served by an existing 3" poly gas main stub dividing-lots 3 and 6. The
gas service line will be brought to the northwest corner of the site. Show this service
route and meter location on the site plan. Coordinate gas service details with Lone Star
Gas Representative Don Fazzino at (409) 776-0627.
P&Z Representative Smith seconded the motion to approve the parking lot plan with the above
mentioned conditions which passed unopposed (3 - 0).
SUBMIT 4 COMPLETE SETS OF CONSTRUCTION DOCUMENTS WITH THE REVISED
SITE PLAN. ATTACHED TO CONTINUE WITH PHASE II OF THE BUILDING PERMIT
PROCESS. COORDINATE FUTURE SUBMITTALS AND/OR APPEALS WITH
DEVELOPMENT COORDINATOR SHIRLEY VOLK OR PLANNING TECHNICIAN

APPEAL PROCESS: An applicant may appeal the decision of the Project Review Committee
to the Planning and Zoning. Commission. within five days after the PRC Committee meeting.
Failure to appeal the. PRC. action shall constitute a contractual acceptance of all conditions
imposed, and a waiver and surrender of all complaints, defects, or potential invalidity, whether
under state. or federal law.. An applicant .appealing the :decision ofthe PRC .shall file ten copies of
the final site plan as approved by the PRC, showing: all changes and requirements imposed by the
PRC, and accompanied by a written explanation of those items being appealed. Until said copies
are on file, no fi rther development approval shall occur, and no further action by the Commission
shall take place. An applicant may appeal. only certain aspects of site plan review, and in the
absence of discretionary review by the Commission, or review pursuant to a petition, all other
aspects of the site plan shall be final. Any notice. of appeal shall state with particularity the aspects
which are to be appealed.
