It is .possible tLlat a request to make the existing 30' private access .easement into a public street will develop, however, aeo formal request has been presented. 'This item was brought to the staff's attention try the owner of the adjacent apartment complex. However, at this point there are n® plans to convert the t into a public right of way: if the easemcnt is converted to public right of way, the following conditions may apply to your site: • the site would no Longer: have frontage off of Uruwersity Drive therefore the hotel sign would be retluired to be located off of the newly created .right of way iaestead of University Drive (unless the apartment cunlplex said the hotel site were designated as -one building plot) • the front of the hotel would be off of the newly created right of :way instead of University Drive and the hotel would. then be requix~cl to have a 25' setback ofd' of the newly created tight of way • may;cause a coalflict in the patifposed parking layout since the 24' landscape reserve would be off of the newly right s-f way • there is a .175' distance requirement from existing drives limiting. the placement of the hotel drive ofl' of the :newly created right of way Regarding the use of drainagelstorm sewer within an existing utility easement, Steve l-Iomeyer has sent out the attached letter to utility conlpaalies.` It fs my understanding that if all parties ogees, an additional use (drainage} maybe added to the easement. Regarding. the possible addition of 1Q' easement behind the twilling, the City allows pavement over the entire.. ant, as long as no improvements are c®nstructed. They suggested a sidewalk an that side of the building to separate the drive from the building. Wtlen we get a footprint of the building, we will soe if it will fit. Below are the revised numbers.. As you may be aware, my client is on an accelerated schedule. for. this project, and the available capacity of the existing sewer line is critical. On the west side we have aburied electrical duct system. We do not have any major problem with turning. the. easement into a joint drainage and utility easement. As requested, I have started a punch list for the completion of the above mentioned project. The following is a list of items that must be completed prior to issuance of a Temporary Certificate of Occupancy (C.O.): Pass all final inspections including plumbing, mechanical and electrical, In lieu of ®passing the final .building inspection, you may schedule a walk through with the Building Official to identify any outstanding life safety code related items. These items must be addressed prior to issuance of a temporary C.O. Work closely with Building Official Lance_Simms at (409) 7643570 to determine what items must be completed for a temporary C.O. and what items can be delayed until the issuance of a permanent C.O. Finish paving the entire parking lot including the driveway opening onto University a Drive. All pavement markings must be in place including fire lanes, parking spaces, handicap designations, etc. Address the landscaping for the site as shown on the approved site plan. You have the ® following two options: _ Install all plant materials including seeding or sodding all disturbed areas. _ .Guarantee the installation in the form of a letter of credit, bond or cash. The total of this guarantee must be in the amount of $13,450 (2,690 required points x $5 $13,450). .Once the landscaping is installed and inspected by City staff, the monetary guarantee will be released and returned to the developer. Pass the final inspection by the Fire Department. From what I understand, the v permanent phone lines are not in yet. These lines must be in before the final inspection can be done in order to test the alarm system. Work closely with Prevention Lieutenant Raymond Olson at (409) 7643709 on the final inspection. My access easement question is: With a signed Metes & Bound Description and appropriate title information, could we get an access easement executed by Legal before the design of the driveway itself is approved by TxDOT? My question is for timing purposes only. The location of the new drive is on .University Drive to replace the existing (right in right out only) drive. The new drive would serve the Quality Suites Hotel and the adjoing property (formerly the Baymont site). The new drive would lineup with TxDOT's proposed median cut and the new drive across the. street. I've talked to TxDOT and they are aware we working on this. The owner of the Quality Suites Hotel is anxious to get the joint access easement now (signed by the adjacent property) and have the drive designed and reviewed before the median cut goes in. The location of the median cut is unlikely to change, which sets the location of the new drive. With the appropriate title info and M&B, can we get the access easement document processed? Box 9960 College Station, Texas 77842-9960 Re: Proposed Quality Suites Hotel Dear Steve, Thank you for visiting with me yesterday regarding the proposed curb cut on University Drive for the Quality Suites Hotel. As I stated, my client is anticipating the proposed drive would serve mainly as an exit from the hotel and future restaurant. site. As a right in, right out only scenario, we ask the staff consider flexibility in the 275' adjacent drive requirement for major arterial roadways. Attached is a draft. of the site plan showing the proposed drive and field measurements to the existing adjacent and opposite curb cuts. As you stated there are several- scenarios that may facilitate the construction of the drive, i.e,, an access easement for future construction, construction by TxDOT forces at the time of University Drive improvements, or a variance to the Planning and Zoning Commission for construction with the hotel. When you have had a chance to review, please call. I have enclosed the TxDOT permit application for the proposed curb cut should the staff decide to proceed, as well as the permit application for the left turn lane. Pursuant to our discussion, please consider this letter a formal request to obtain a median cut at the existing right in/right out. only drive, at the recently constructed Quality Suites Hotel (Lot 3, Block 1, One Lincoln Place). This request is being made on behalf of Spirit Development II; Ltd., owner of the Quality Suites Hotel, .although other properties may also be in favor of the request. This median cut would be situated approximately halfway between the proposed median cut for Lot 2, Block 1, One Lincoln Place .(just west of the proposed Joe's Crab Shack) and the turn lane for. Lincoln/Spring .Loop. intersection. As discussed, this median cut could also provide access to the existing commercial .development north of the. hotel, for traffic travelling eastbound on University Drive, We would like to be present if you meet with TxDOT and are willing to work with the City, TxDOT and other property owners to facilitate this request. Kelly has asked that we work on the buffer ordinance amendment soon. Apparently, he's getting pressure from Harvey re: our interpretation that the buffer standards are minimum standards. This came up in Mgmt. Team during the USDA rezoning. Kelly would like for us to amend the ordinance to: --Provide for some discretion or flexibility. We need to have the discretion to consider existing vegetation & not require that it be removed & new plantings installed. --We're not going to be able. to please everyone.. Steve Arden will probably argue the wall between duplex & single family. I'm not sure that we should give that up. As I .previously mentioned, TXDOT will not finalize the locations of median openings until they fiave conducted 'block' meetingsto get input from ail affected property owners along University Drive. In light_of the on-going .new development of Quality Suites, we have requested that TXDOT conduct the block meetings as soon as possible and that the first meeting held be forthe section of University Drive between E. Tarrow and Lincoln Drive. Wth respell to your request for a median opening at the Cedar Creek /Quality Suites common driveway, I think it is a location that merits serious consideration. TXDOT has indicated that in orcler• for the median opening be located at this driveway, it .may. require that grading work be done on University... Drive in order to improve the driveway's sight distance. It is our understanding that this-:additional grading work is currently not inGuded in their budget for this project, but that they are considering it. Since the exact location of the median cuts will not be determined until. a future date, you may want to consider changing the planned rightan...right-out driveway to a full service driveway in order that amedian-cut. could potentially be provided at this location. This is not to say that a median cut would not be considered if a right-in right-out driveway were constructed, but it could save your Gent the expense of having to build the triangular median island. If removing the right-in right-out restriction requires a new TXDOT driveway permit, the City will certainly support this request and do everything we can to expedite it. A 6" water line should be extended across Banks street to the proposed development... This 6" line should be extended to the end of the properly at the intersection of Banks and Churchill. Leave a 6" valve with a short length of plugged pipe at the above mentioned intersection so that the City can extend the water line to Tarrow Street in the future. The City of College Station requests that the construction plans for this water line extension show a Fire hydrant to be installed by the City of College Station at the intersection of Banks and Churchill. Please note on the plans for the contractor to contact Tony. Hawley at 764-3435 at least 24 hours prior to the need for fire hydrant installation. The, City of College Station as part of a capital improvements project is planning to extend the 6 inch water line from the proposed development to Tarrow Street. Using Table III-2 of the .City of College Station Drainage Policy and Design Standards, the velocity for natural grasslands at a 4.0% slope would be 2.5 ft/sec.
