Star Gas Representative SUBJECT: Parking Lot Plan -Quality Suites Hotel; proposed .hotel facility to be located along the south side of University Drive in .front of Cedar Creek Condominiums, lot 3 of the. One Lincoln' Place. Subdivision totaling 2.88- acres. (97-406) A Project Review Committee meeting was held Wednesday, April 23, 1997 to discuss the above mentioned parking lot plan. Commissioner Massey moved to approve the site plan .with the following ordinance requirements and comments. The following is a list of ordinance requirements and comments identified by the Project Review Committee. This list does not relieve the applicant of total compliance .with all current ordinance requirements. Ordinance. Requirements: Site Plan Related _ Provide adequate screening of the parking area that is parallel to University Drive within the Overlay. District. The screening should be at least 3' tall and consist of a berm, wall, plant material or a combination of the three. _ There is a portion of .the building. that is unprotected given the location of the fire hydrants. All portions of he building :must be within 3:00' of a hydrant, as the hose lays. _ Show the building setbacks on all sides. Site Plan Related _ The proposed driveway location along University Drive is acceptable with a raised median and pavement markings to clearly distinguish the "right in/rght out" movement. Make sure that grading in this area does not interfere with the existing inlet to the east. (There is also a curb that is discontinued in this location. Show how the driveway entrance will connect to the 21' wide pavement section.. The driveway. entrance may be reduced to 24' in width.) _ The proposed fire hydrant mustbe located in a publiautility easement. _ Show the fire lane markings along the curbs located within the fire lane. _ The proposed gates along the rear of the building must have a knox box for emergency vehicle access. Show the location of the box. _ The dumpster .pad must be slanted towards the access drive for accessibility. The screening. fence around the dumpster must be 8' in height. There should be an end island between the dumpster and parking spaces. _ Show the fire department connection. _ In the parking legend, show how the number of parking spaces were calculated. _ Provide the. irrigation demands. for each meter. Landscape Plan Related Specify the caliper size on .the canopy trees: (100 points is claimed for each tree; however, the point value is based on the caliper. size.) Correct the legend to reflect the points required per space: "50 @ 16 pts. per space ° 800 points + S lb points = 13116 total points per space. The total number of points per site area could change based on the location of the phase line. Staff will return the redlined grading & drainage sheet and the details sheet at the PRC meeting. Comments/Concerns: _ Coordinate the electrical. service .requirements and necessary easements with Electrical Operations Coordinator Tony Michalsky at (409)764-3660: Coordinate,telephone service details with G.T.E. Rep. Laverne Akin at (409) 821-4723. Coordinate gas service details with L. S. G. Rep. Don Fazzino at (409) 776-0627. Assistant to the City Engineer Homeyer seconded the motion to approve the site plan with the above mentioned conditions which passed unopposed (3 - 0). APPEAL PROCESS: An applicant may appeal the. decision of the Project Review Committee to the Planning and Zoning Commission within. five days after the PRC Committee meeting. Failure to appear. the PRC action shall constitute a contractual acceptance of all conditions imposed, and a waiver and surrender of all complaints, defects, or potential invalidity, whether under state or federal law.. An applicant appealing the decision of the PRC shall file ten copies of the final site plan as approved by the PRC, showing all changes and requirements imposed by the PRC, and accompanied by a wntten explanation of those items being appealed. Until said copies are on file,. no further development approval shall occur, and- no further action by the Commission shall take place.. An applicant may appeal only. certain aspects of site plan review, and in the absence of discretionary review by the Commission, or review pursuant to a petition, all other aspects of the site,plan shall be final. Any notice of appeal shall state with particularity the aspects which are to be .appealed.
