SUBJECT: Site Redevelopment - 315 Church Street; proposed redevelopment of the
commercial building located on the northeast corner of Second and Church
Streets.
A Northgate Revitalization Board meeting was held Tuesday,. April 8, 1997 to discuss the above
mentioned redevelopment plan. The Board reached a consensus that the off-street parking spaces
should be maximized but not at the expense of everything else. There should be landscaped areas
that include parking islands to make the area more attractive. Angled .parking could be
considered in order to preserve more green space. Mr. Benning agreed to work with an architect
and bring a site plan back before the Board for their review and approval..

SUBJECT: Facade Improvements - 315 Church Street; proposed facade. improvements to the
existing commercial .building located on the northeast corner of Second and
Church Streets. (97-405)x/
A Northgate Revitalization Board Subcommittee (NRBS) meeting was held Wednesday, October
29, 1997 to discuss the above mentioned facade improvements. Mr. Benning presented the
elevation drawing and explained that the colors and materials will be similar to the Memll Lynch
building on Emerald Parkway. The awning will be maroon with the "star" shaped anchors.
Assistant City Engineer Morgan moved to approve the proposed facade improvements as
proposed with the following conditions:
CONDITIONS OF APPROVAL:
The proposed sign panel locations will not require further review by the NRB as long as
the following guidelines are met:
The size remains approximately 2' x 9' above the entrances as shown.
e The lighting must be consistent along ..each .facade of the building. The Board prefers
the use of either neon or "up lighting" for each facade. The same type of lighting must
be used. for each facade, not necessarily the entire building.
NRB Chairman Gribou seconded the motion which passed unopposed (5 - 0).

SUBJECT: Sign Proposal - 317 Church Street; proposed attached signage for the Ambar
Indian Restaurant located in an exstingbuilding on the northeast corner of Second
and Church Streets. (97-405)
A Northgate Revitalization Board Subcommittee (NRBS) meeting was held Wednesday, March
11, 1998 to discuss the above mentioned sign proposal. City Planner Kee explained that in
October of last year, the NRBS approved the sign panel locations and agreed that they will not
require further review as long as the following guidelines are met:
The size remains approximately 2' x 9' above the entrances as shown.
The lighting must $e consistent along each facade of the building. The Board prefers
the use of either neon or "up lighting" for each facade. The same type of lighting must
be used for each facade, not necessarily the entire building.
The NRB reached a consensus to approve the proposed sign that is approximately 3.5' x 9'.
Future signs and lighting will not require further NRB review with the following conditions:
All signs along the Church Street facade will be consistent.
_ The owner can select the type of lighting for the building; however, the lighting must
be consistent for. the entire exterior of the building.

commercial building located on the northeast corner of Second and Church

A Northgate Revitalization Board Subcommittee (NRBS) meeting was held Wednesday, Apri130,
1997 to discuss the above mentioned redevelopment plan. Reverend Estes moved to approve the
site plan with the following. ordinance requirements and comments. (The following is a list of
ordinance requirements and comments identified by he Subcommittee. This list does not relieve
the applicant of total compliance with all current ordinance requirements.)

_ City Planner Kee moved to not require a sidewalk along the Church Street frontage
because of the uncertainty of future sidewalk plans in this area. The applicant is only
required to install the necessary sidewalks to meet Americans with Disabilities Act (ADA)
requirements for access to the building. P&Z Representative Garner seconded the motion
which. passed unopposed (6 - 0).

pavement on 6" base material.
Provide the minimum and maximum water demands based on gallons per minute so that
staff can size the meters accordingly.

APPEAL PROCESS: An applicant may appeal the decision of the Project Review Committee
to the Planning and Zoning Commission within. five days after the PRC Committee meeting.
Failure to appeal .the PRC. action shall constitute a contractual acceptance of all conditions
imposed, :and a waiver and surrender of all complaints,. defects, or potential invalidity, whether
under state or federal law. An applicant appealing: the decision of the PRC shall file ten copies of
the final site plan as approved by the PRC, showing all changes and .requirements imposed by the
PRC,. and accompanied by a wntten explanation of those items being appealed. Until said copies
are on file, no further development approval shall occur, and no further action by the Commission
shall take place. An applicant may appeal only certain. aspects of site plan review, .and in the
absence of ..discretionary review by the Commission, or review pursuant to a petition, all other
aspects of the site plan shall be final. Any notice of appeal shall state with particularity the aspects
which are to be appealed.

SUBJECT: Site Redevelopment - 31S Church Street; proposed redevelopment of the

A Northgate Revitalization Board Subcommittee (NRBS) meeting was held Wednesday, June 26,
1997 to discuss the above mentioned redevelopment plan. Senior Planner McCully explained that
Mr. Benning has requested not to install the irrigation .system. Instead, he would like to utilize the
existing hose bibs to water the new landscaping. Ms. McCully explained that the Board has the
discretion to not require the irrigation system; however, staff would like some direction for future
redevelopment in the Northgate area and the requirement of irrigation systems.
The Board expressed concern that the few green areas that remain when a site is redeveloped
should be properly maintained. By not requiring an irrigation system in this case, the Board is
setting a precedent; for future development in the Northgate area. Imgation systems will help in
maintaining the landscaped areas. and in preventing future code enforcement problems. Mr.
Williams moved to require an irrigation system for the proposed development in order to ensure
the integrity of what little green space is left on the. site. Chairman Gribou seconded the motion
which passed unopposed (6 - 0).
APPEAL PROCESS:.. An applicant may appeal the decision of the NRBS to the Planning and
Zoning Commission. Failure to appear the NRBS action shall constitute a contractual acceptance
of all conditions imposed, and a waiver and surrender of all complaints, defects, or potential
invalidity, whether under state or federal law. An applicant appealing the decision of the NRBS
shall file ten copies of the final site plan as approved by the NRBS, showing all changes and
requirements imposed by the NRBS, and accompanied by a written. explanation of those items
