(97-404) A Project Review Committee.. (PRC) Meeting was held Wednesday, May 7, 1997 to discuss the above mentioned parking lot .plan.. City Engineer Laza moved to approve. the site plan with the following ordinance requirements and :comments. (The following is a list of ordinance requirements and comments. identified by the Subcommittee. This list does not relieve the applicant of total compliance :with all current. ordinance requirements.) Ordinance Requirements: Site Plan Related Submit the $100 application fee. Note the building height and :exterior :materials as required in the R&D ordinance. Show the distance to the existing home on the Letbetter property. Dimension the entrance. drive at the automatic gate. The width for each drive must be a minimum. of 20' for the required fire lanes. Note that the median containing the. flagpole must be raised. _ If the applicant would like approval for phase. two of the development at this time, show the parking lot layout, note the use of the .building and a future phase line.. Also include the parking and landscaping requirements for phase two. Provide details for pavement, .sidewalk-and handicap ramps. Note that a knox box will be installed on the automatic gate for emergency vehicle access. Coordinate access for sanitation pick-up through the proposed .automatic gates with Sanitation Superintendenti7im Smith at (409).764-3690. Indicate whether the 100 year floodplain exists on the property. There is a portion of the manufacturing building that is unprotected by thee... proposed fire hydrant. The building or'the fire hydrants must be .relocated in order to obtain adequate coverage. All portions 'of the building must be within 300' of a fire hydrant as the hose lays. Move the water meter connection .away from the fire hydrant located in .front of the engineering building. Provide the water demands for the irrigation system. Grading Plan Related Show the details for channels as indicated by Chris Galindo's drainage report. Landscape Plan Related _ Verify that the .existing trees to remain will be adequately protected during construction. (There are several trees on the landscape plan to be preserved; however, there appears to be conflicts with utility locations, building placement and sidewalks.) _ Provide an irrigation system plan. _ Provide a general note that all areas not covered with landscaping, buildings and/or pavement will be covered with perennial turf grass. _ Provide a general note that all .adjoining properties and rights-of--way disturbed during construction will be restored to its ongmal condition. Coordinate the electrical service requirements and necessary easements with Electrical Operations Coordinator Tony Michalsky at (409) 764-3660: _ Coordinate telephone service details with G.T.E. Representative Laverne Akin at (409) 821-4723. _ Coordinate gas service details with Lone Star Gas Representative Don Fazzino at (409) 776-0627. P&Z Representative Parker seconded the. motion to approve the parking lot plan with the above mentioned conditions which passed unopposed (3 - 0). SUBMIT 4 COMPLETE. SETS OF CONSTRUCTION DOCUMENTS. WITH THE REVISED SITE PLAN ATTACHED TO CONTINUE WITH PHASE II OF THE BUILDING PERMIT PROCESS.. COORDINATE .FUTURE SUBMITTALS AND/OR APPEALS WITH DEVELOPMENT :COORDINATOR SHIRLEY YOLK OR PLANNING TECHNICIAN NATALIE THOMAS RUIZ AT (409) 764-3570. APPEAL PROCESS: An applicant may appeal the decision of the Project Review Committee to the Planning and Zoning Commission within five days after the PRC Committee meeting. Failure to appeal the PRC action shall constitute a contractual acceptance of all conditions imposed, and a waiver and surrender of all complaints, defects, or potential invalidity, whether under state or federal law. An applicant :appealing the decision of the PRC shall file ten copies of the final site plan as approved by he PRC, showing all changes and requirements imposed by the PRC, and accompanied by a wntten explanation of those items being appealed. Until said copies are. on file, no further development approval shall :occur, and no further action by the Commission shall. take place. An applicant may appeal only .certain aspects of site plan review, and in the absence of discretionary review by the Commission, or review pursuant to a petition, all other aspects of the site plan sha1T be final.
