(97-400) A Project Review Committee meeting was held Wednesday, March 5, 1997 to discuss the above mentioned parking lot plan. -City Planner Kee moved to approve the site plan with the following ordinance requirements and comments. (The following is a list of ordinance requirements and comments identified by the Project Review Committee. Thislist does not relieve the applicant of total compliance with all current ordinance requirements.) GTE Representative David Durough, Lone Star Gas Representative SUBJECT: Parking Lot Plan -Shadow Rock Pet Resort; proposed pet resort to be located at Ordinance Requirements: Site Plan Related _ Show the internal radii .and dimensions in the proposed parking areas. Show the fire lanes to be designated throughout the site or note the sign details for the fire lane designation as shown in the Fire Department Construction Guide. The. trash container will require gates to screen it from Wellborn Road. The wood fence that surrounds the container must be 8'' in height to adequately screen. _ Provide a vicinity map. (Lot 1, block 1 of the Edelweiss Business Center.) _ Where are wheel stops being used? They do not appear to be needed given the dimension of the parking spaces. The parking spaces can be 9' x 18'. Show the manhole location for the 6" sewer "service" line where it connects to the existing 8" sewer line that runs perpendicular to Mortier Drive. A manhole is required where there. is a .change in pipe size, grade or material. _ The grades along the. driveway on Mortier must .meet the ADA (Americans with Disabilities Act) cross slope requirements. (Mr. McClure's grading plan shows them to be further into the .site to allow for he ADA ramps.) _ The fire protection proposed for the first .phase is not adequate to cover the future expansion. The applicant may wish to move the Mortier Drive entrance. to the east or show the future expansion to be in a different configuration. Non-Site Plan Related _ Impact fees will be required in the amount of $1,448:85 before. the final plat of lot 1, block 1 can be filed forrecord. (1.5" water meter = 5 L.U.E.'s ($289.77) = $1,448.85) _ A permit must be obtained from the Texas Department of Transportation (TxDOT) for the driveway location along Wellborn Road. Coordinate the permitting process through Assistant to the City Engineer Steve Homeyer at (409) 764-3570. Provide a letter. from McClure Engineering stating that the changes to the site plan will not change the detention requirements.. If there are no changes, then no more information will be required. Landscape PZan Related _ An irrigation plan will be required prior to issuance of a certificate of occupancy. _ The additional streetscape points should be calculated as follows: Mortier Drive: Frontage = 405' - 30' drive - 40' buffer = 335' / 32 = 11 trees _ Frontage of 335' / 50 = 6.7 x 300 points = 2010 landscape points Wellborn Road: _ Frontage ° 366' - 30' drive = 336' / 32 = 11 trees _ Frontage of 336' / 50 = 6.7 x 300 points = 20161andscape points PRC Report Shadow Rock Case #97--400 Page 3 of 3 Ordinance Requirements (contJ Landscape Plan Related TOTAL STREETSCAPE POINTS = 201'0 + 2016 = 4026 TOTAL LANDSCAPING POINTS = 4026 + 4140 = 8166 Provide the common and scientific names of the proposed planting materials. Comments/Concerns: A redlined copy of the site details sheet has been provided to make the necessary changes. Coordinate electrical service details with Electrical Operations Coordinator Tony Michalsky at (409) 764-3660. _ Before the driveway on Wellborn Road is built, GTE needs to place conduit at the crossing to prevent boring the drive at a later date. :The developer/owner is responsible for providing and placing one 4" conduit with .pull string from the 20' easement along Wellborn Road to the outside building termination. The conduit shall ell up 6" in the easement and 4' at the building. The termination must be within 20' of power, if not, a 8' x 5/8" copper ground rod must be provided and placed by the developer at the base of the termination. P&Z Representative Massey .seconded the motion to approve the site plan with the above mentioned conditions which passed unopposed (3 - 0). SUBMIT 4 COMPLETE SETS OF CONSTRUCTION DOCUMENTS WITH THE REVISED SITE PLAN ATTACHED TO CONTINUE WITH PHASE II OF THE BUILDING PERNIIT PROCESS. .COORDINATE. FUTURE SUBMITTALS WITH .DEVELOPMENT COORDINATOR SHIRLEY VOLK OR PLANNING TECHNICIAN NATALIE THOMAS RUIZ AT (409). 764-3570. APPEAL .PROCESS:. An applicant may. appeal the decision of the Project Review Committee to .the Planning .and Zoning Commission .within five days after the PRC Committee meeting. Failure to appeal the PRC action shall constitute a contractual acceptance of all conditions imposed, and a waiver and surrender of all: complaints, defects, or potential invalidity, whether under state or federal law. An applicant appealing the decision of the PRC shall file ten copies of the final site plan as approved by the PRC, showing all changes. and requirements imposed by the PRC, and accompanied by a written explanation of those items. being appealed. Until said copies are on file, no further development approval shall occur, and no further action by the Commission shall take .place. An applicant may appeal only certain .aspects of site plan review, and in the absence of discretionary review by the Commission,. or review pursuant to a petition, all other aspects of the site plan shall. be final. STAFF PRC REPORT Shadow Rock Pet Resort Case #97-400 Staff met and revie-ved this site plan on Friday, January 31, 1997. and determined that it was not ready for PRC review. The following items still need to be addressed.• Ordinance Requirements.: Site Plan Related _ There are several lines on the plan that need to be darkened. (The utility lines: the 10' utility easement along the east property line and the 30' wide buffer area are not visible.) _ Note the fire hydrant to be located along the entrance drive from Wellborn Road to be "proposed". _ The dimension from the curbline of Mortier Drive to the centerline of the driveway along Wellborn Road must be increased to 275'. _ The concrete pad for the solid waste container must be a 12' x 12' pad. Coordinate the location of the dumpster pad and the required. screening with Senior Planner Sabine McCully at (409) 764-3570. The height of the screen fence may change from 6' as shown depending upon the type of dumpster needed. _ Show the proposed detention pond on the site plan. (The detention pond must be contained within the property and not within the .right-of--way area.) _ The handicap parking space shown. must be a minimum of 13' in width (typically an 8' space with a 5' unloading area). The covered porch area along Mortier. Drive cannot extend into the fire lane unless there is 14' of vertical clearance. Show the. limits of the proposed fire lane. Note the size of the water "service" line that runs perpendicular to Mortier Drive. _ Are there two water meters planned for the site? (If so, show both meter locations and note domestic and irrigation.) Show the existing driveway locations across Mortier Drive from the subject property. Show the manhole location for the 6" sewer "service" line where it connects to the existing 8" sewer line that runs: perpendicular to Mortier Drive. _ Provide. details for sidewalk, .paving, fire hydrant connections, curbing and all other details associated with the site plan. _ Provide a vicinity map. Shadow Rock Pet Resort Page 2 of 2 Ordinance Requirements cont.): Site Plan Related _ Provide. a grading plan showing final grades and how they relate to the existing grades. _ Complete the "Utilities Load Demand" table, including the "Sanitary Sewer Load" data. _ Complete the "Parking Required" section to reflect the twenty-five parking spaces per Plamm~g and Zoning Commission approval. Non-Site Plan Related _ The subject property is within a sanitary sewer impact fee area. The cost of this impact fee will be determined and collected at the dime of final plat. _ The fire lanes shown meet the requirements for the current design; however, .they will not work for any future development. Landscape Plan Related _ Change the title block to reflect "Landscape Plan". The buffer area must be continued along the eastern property line through the extent of this property. _ Add one more tree. along the Wellborn Road frontage or change the hollies to tree yauponlred bud. _ Add two understory trees to_the existing buffer area shown on the plan. _ In the color beds that are near the kennel at the rear of the property and run perpendicular to Mortier Drive, change the Texas Sage to a plant more compatible with the xeriscape wax myrtle plants. (This is a recommendation by staff and not a requirement; however, in staff's opinion the Texas Sage .may not survive in these beds and may become a code enforcement problem in the future.)
