After a review of your concept drawings we suggest the following figures be included in your budget Site Work (Based on 12,000 SF of Concrete Paving.) $ 24,000,00 Buildings $ 450,000.00 Total Construction Cost 5 474,D00.00 These numbers must be considered preliminary at this point . In order to finalize these figures we will require the following information Soils Report City of College Station Zoning Requirements Please also understand that the present design is an expensive one . A significant savings could be experienced by a total redesign of the building and sitework (the building and parking covers too much site for the actual requirements) . A design that centralizes parking and consolidates all of the structures under one roof would be the most economical . Ralph and I both. have concerns about the'`Buidability" of the present design . If we choose to stay with the present design , we should , at least ,have Ralph Benson "re -engineer" the structures (the city will require an engineers seal - Mr, Baca's title block does not make refer+?nce to Architectural or Engineeringcapabilities } . As you recall, there is to be a buffer zone between the resort and the homes under construction in Edelweiss Phase 6-Ii. There may be two problems, the back fence is not to the property line which would prevent a proper screen and no plantings prescribed by the zone are in place. The latest thing I had talked to her about was the fact that there are so many weeds in the groundcover between the sidewalk and the curb and she wondered if she can have a Is company kill what's there and then sod it. CC: Lance Simms, Nanette Manhart, Sabine McCully I i From: Sabine McCully To: jkee, avolk, nthomas Date: 2/5/97 12:58pm Subject: note to file: pet resort re: buffering zone requirement i spoke with donna Winslow yesterday to clarify the buffering requirement. i apologized for the. mistake in interpretation that only the first phase will need. to include the buffering requirement at this time. this is incorrect because the condition of the rezoning to c-2 was that the buffer zone be installed in accordance with the r&d district,. and that requirement means that the entire extent of a buffer zone must be in place before the zoning takes effect. however, i told her that in this particular case, due to the similarities of the the previous zoning (c-3) and the existin zoning we will go ahead and consider the c-2 to be in effect, and that we will look for the buffer to be there at the time of c.o. .this means the building permit will not be held up for the buffer.. but the buffer will not be eligible for the. 4 month extension that is available for the rest of the site landscaping/atreetscaping. i will print out a copy for the file. I explained .that we had only talked late last week, so I wanted to give them a chance. I commenserated with him because they are reading a contract'literally, but that's his problem and not ours. Date: 6/5/97 2:51pm Subject: Shadow Rock Pet Resort -Reply Well, I don't know anything about the "scapegoat firing"; however, I told Donna months ago that the total impact fee is $1,448.85 (the 1 1/2" meter counts as five LUE's at $289.77 each). Anyway, when. it was our legal department that had not contacted Steve Arden to work out the license to encraoch, I told Donna that we would not hold up the DDP and building permit as long as she paid the impact fee. The holding: up of the plat was our fault and apparantly this was new territory we were establishing requiring a license to encroach. Since that time,-Donna visited with Roxanne and then decided to take another approach to that buffer easement. so that the landscaping is not removed by future repair work in that easement. I understood that Donna was going to work with Steve & Mike McClure to change the language on the final plat and bring it back in to file. I don't know anything about the'guy at the desk-that wouldn't take the impact fees. »> Shirley Volk 06/05/97 02:39pm »> This project is in the sewer impact fee area. Originally that fee was to be paid with building permits. Now it has been changed to being collected with the plat. This project has fallen through the cracks because something happened in the platting process and I don't remember what it was, but the plat has not been filed yet because of the language of the landscape buffer and what Steve Arden wanted, what'our Legal dept wanted and what Donna Winslow wanted. Steve has told me it's in Donna's court now. (I guess she's the "owner" who will be signing the plat.) Whatever - the point is, it hasn't been filed yet, and I don't thinklthe impact fees have been paid!. In fact, that's one of my questions - how much is the impact fee for this project? On this one, it's like I've been in 'another world!!! The point is, everyone said they were o.k. with issuing a slab only permit on it and Lance told the contractor what he needed to bring in .for it. Then the contractor brought it in but never picked up his permit, so all they really have is the development permit. We can do whatever. we need to do on this one right now if we make a decision fast, and then get that decision to Donna. Unfortunately, I'm the coordinator on this one, so just tell me what I should be reminding her of, please. Thanks. Update: I called Donna & left word for her to call me. Then I called the contractor and he said the title company & bank had shut the project down because the financing had never. been. approved. That was 3 weeks ago! Now he says Donna has told him they are to begin again next Thursday (6/12),. so we need to get a decision made as to what we still need to do. Paul has checked and they only have a partial d.p. - we never have approved the site plans and they have all of them back.- including the redlines - so they can make the corrections as needed. 2nd p.s. Base. was constructed of 7 inches of crushed limestone compacted to a density of at least 95% of maximum dry density as determined by modified proctor compaction test ASTM D1557 and within 2% of the optimum moisture content. Subgrade was constructed of 6 inches of lime stabilized subgrade compacted to a density. of at least 95% of maximum dry density as determined by proctor compaction test ASTM D698 and'within 2% of ~e optimum moisture content.
