f=irst of all ,thank you for your consideration on this project .Hopefully ,you will find our numbers
satisfactory .
After a review of your concept drawings we suggest the following figures be included in your
budget
Site Work (Based on 12,000 SF of Concrete Paving.) $ 24,000,00
Buildings $ 450,000.00
Total Construction Cost 5 474,D00.00
These numbers must be considered preliminary at this point . In order to finalize these figures we
will require the following information

Please also understand that the present design is an expensive one . A significant savings could
be experienced by a total redesign of the building and sitework (the building and parking covers
too much site for the actual requirements) . A design that centralizes parking and consolidates all
of the structures under one roof would be the most economical .
Ralph and I both. have concerns about the'`Buidability" of the present design . If we choose to
stay with the present design , we should , at least ,have Ralph Benson "re -engineer" the
structures (the city will require an engineers seal - Mr, Baca's title block does not make refer+?nce
to Architectural or Engineeringcapabilities } . This service will incur more cost .but may be
required ,

just got off the phone with her regarding the streetscape along mortier. told her the following:
1. it's ok to switch out tree yaupons and Bradford pear along mortier as long as she turns in an "as built'
plan.
2. from her description, her property line runs closer to mortier than the typical 10'-12' off of the paved
section. it sounds to me then that she has the room to put the streetscaping outside the wood fence and
still be on her property. for the time being,. then, it looks as though no pip will be needed. i told her if it
turns out the fence and streetscape will be within the r.o.w., she can always go through the pip process.

invoice for it so we would know she had actually bought it! She said she would like a Z week conditional
c.o., and l said I would rather make it a 4 week conditional c.o. to be sure should would have ample time
to get everything done and we wouldn't have to figure out something again. She was appreciative. Let's

When .this .district abuts non-residentially zoned or developed property there is no buffer yard
requirement.
In cases where the property does not equal a multiple of 100. feet, the buffer yard planting
shall still be required, based on a percentage of the length present. If the buffer yard azea is
already- heavily wooded then additional .plantings and imgation may not required. Calculations
that result in portions of trees or shrubs (.5 or greater) shall be rounded upward.
1Vlinimum Lot Dimensions: The minimum lot width and depth shall be 100 feet each,
but the minimum lot area shall also be 20,000 square feet.
Impervious Surface: Impervious surface is a measure of land use intensity and is the
pproppoortion of a site' occupied by impervious surfaces including but not limited to,
buildings, sidewalks, drives and parking. No more than 70 % o~ a lot or site in this
zoning. district shall be covered with an impervious surface.
Floor Area Ratio: Floor Area Ratio (FAR) is anon-residential land use intensity
measure analogous to density. It is the sum of the azeas of several floors of a building
compared to the total azea of the site. The maximum FAR in this district shall not

Buildin Setbacks: The minimum building setback from all roperty lines shall be 30
feet. When abutting non-residentially zoned or used land ~he rear setback may be

It appears that the landscaping far the pet resort nay be inadequate. As you recall, there
is to be a buffer zone between the resort and the homes under construction in Edelweiss
Phase 6-Ii. There may be two problems, the back fence is not to the property line which
would prevent a proper screen and no plantings prescribed by the zone are in place. What
would be the correct. way for u to review the original landscape plan and compare it to
the grounds?

Got a call from Steve yesterday saying "he was having trouble with the Pet Resort_in that they have not
completed their landscaped buffer area" and he didn't know what to dol
I think this has to go back to you planners. Nanette & Joachin have been. doing the "major" inspections,
and I know there have been some ground coverproblems, but i guess I wasn't aware that the buffer area
hadn't been completed.
Can you all take over on this, and please keep me in the loop, because Patricia calls me about just about
everything. - as does Steve!
The latest thing I had talked to her about was the fact that there are so many weeds in the groundcover
between the sidewalk and the curb and she wondered if she can have a Is company kill what's there and
then sod it. The answer was "yes" because it's'a mess now. But I don't recall any problems noted with
the actual plantings.

re: buffering zone requirement
i spoke with donna Winslow yesterday to clarify the buffering requirement. i
apologized for the. mistake in interpretation that only the first phase will
need. to include the buffering requirement at this time. this is incorrect
because the condition of the rezoning to c-2 was that the buffer zone be
installed in accordance with the r&d district,. and that requirement means that
the entire extent of a buffer zone must be in place before the zoning takes
effect.
however, i told her that in this particular case, due to the similarities of
the the previous zoning (c-3) and the existin zoning we will go ahead and
consider the c-2 to be in effect, and that we will look for the buffer to be
there at the time of c.o. .this means the building permit will not be held up
for the buffer.. but the buffer will not be eligible for the. 4 month extension
that is available for the rest of the site landscaping/atreetscaping.
i will print out a copy for the file.

Actually that's what I told the contractor we could do if they didn't make contact with us soon. I explained
.that we had only talked late last week, so I wanted to give them a chance. I commenserated with him
because they are reading a contract'literally, but that's his problem and not ours. He knows that and
simply wondered what we could do, if anything. He really didn't act mad at all when 1 talked with him -
just frustrated!

My two cents are that If it's a big problem,,) think it's OK to release the CO and go into code
enforcement, if the Pet resort does not finish putting their buffer plants. Most everything else is fine and
they did indeed clean up the front like they promised. bye

lance just came and talked with me about this -apparently the general contractor called and is mad
about the temporary co. it sounds to me .like he may be expecting us to .resolve a problem tht he has
with the pet resort owners. however, he does seem to have some questions as to how and why we do
this conditional co thing:, so i told lance that i -think perhaps you can talk to him, shirley. if you would like
me #o be in there with you so we can talk to him via speaker phone that's fine -may be good to have nan
in there as well

Well, I don't know anything about the "scapegoat firing"; however, I told
Donna months ago that the total impact fee is $1,448.85 (the 1 1/2" meter
counts as five LUE's at $289.77 each). Anyway, when. it was our legal
department that had not contacted Steve Arden to work out the license to
encraoch, I told Donna that we would not hold up the DDP and building permit
as long as she paid the impact fee. The holding: up of the plat was our fault
and apparantly this was new territory we were establishing requiring a license
to encroach. Since that time,-Donna visited with Roxanne and then decided to
take another approach to that buffer easement. so that the landscaping is not
removed by future repair work in that easement. I understood that Donna was
going to work with Steve & Mike McClure to change the language on the final
plat and bring it back in to file.
I don't know anything about the'guy at the desk-that wouldn't take the impact
fees.

paid with building permits. Now it has been changed to being collected with
the plat. This project has fallen through the cracks because something
happened in the platting process and I don't remember what it was, but the
plat has not been filed yet because of the language of the landscape buffer
and what Steve Arden wanted, what'our Legal dept wanted and what Donna Winslow
wanted. Steve has told me it's in Donna's court now. (I guess she's the
"owner" who will be signing the plat.) Whatever - the point is, it hasn't
been filed yet, and I don't thinklthe impact fees have been paid!. In fact,
that's one of my questions - how much is the impact fee for this project? On
this one, it's like I've been in 'another world!!!
The point is, everyone said they were o.k. with issuing a slab only permit on
it and Lance told the contractor what he needed to bring in .for it. Then the
contractor brought it in but never picked up his permit, so all they really
have is the development permit. We can do whatever. we need to do on this one
right now if we make a decision fast, and then get that decision to Donna.
Unfortunately, I'm the coordinator on this one, so just tell me what I should
be reminding her of, please. Thanks.
Update: I called Donna & left word for her to call me. Then I called the
contractor and he said the title company & bank had shut the project down
because the financing had never. been. approved. That was 3 weeks ago! Now he
says Donna has told him they are to begin again next Thursday (6/12),. so we
need to get a decision made as to what we still need to do. Paul has checked
and they only have a partial d.p. - we never have approved the site plans and
they have all of them back.- including the redlines - so they can make the
corrections as needed. 2nd p.s. The contractor also verified that he had
tried to pay the impact fee but the "man sitting at the desk" said he didn't
know what they were going. to be since this is such a special case.
Jane, when are you going to start processing the "scapegoat firing" ?!?

The Contractor shall. take all necessary precautions to prevent silt and debris. from leaving the, immediate
construction site in accordance with the approved erosion control plan as well as the City of College
Station Drainage Policy and Design Criteria. The Owner and/or Contractor shall assure that all disturbed
areas are sodden and establishment of vegetation occurs prior to removal of any silt fencing or hay bales
used for temporary erosion control. The Owner and/or Contractor shall also insure that any disturbed
vegetation be returned to its original condition, placement and state. The Owner and/or Contractor shall
be responsible for any damage to adjacent properties, city streets or infrastructure due to heavy machinery
and/or equipment as well as erosion, siltation or sedimentation resulting from the permitted work.
Any trees required to be protected by ordinance or as part of the landscape plan must be completely fenced
before any operations of this permit can begin.
In accordance with Chapter 13 of the Code of Ordinances of the City of College. Station, measures shall be

The information you requested about Mortier Street is a follows:
39 foot wide, 1.5 inch thick hot mix asphaltic concrete pavement constructed within a 60 foot .right
of-way.
Base. was constructed of 7 inches of crushed limestone compacted to a density of at least 95% of
maximum dry density as determined by modified proctor compaction test ASTM D1557 and within
2% of the optimum moisture content.
Subgrade was constructed of 6 inches of lime stabilized subgrade compacted to a density. of at least
95% of maximum dry density as determined by proctor compaction test ASTM D698 and'within 2%
of ~e optimum moisture content.
The street has typical City of College Station curb. and gutter along both sides.
The street has been constructed to City of College Station... Standards.

I wish to request a variance from the Planning & Zoning Commission for the paving
requirements on the above subject project. I shall go through my correspondence files this
weekend, however I did in fact have a dialogue with Ralph Benson last fall regarding the
feasibility of this project with him. Ralph recommended that I contact Bill Coltzer for an
estimate as he is an Architect as well as a General Contractor. At that time his estimates were
high and thus I chose to go back to David Baca for additionat input. and advice.
I shall search for any correspondence regarding this matter and wvill bring to you next week,
If we should have .any problems getting on the next P&Z agenda, please let me know.
