discussed at the pre-development meeting.
Graham Road New Intemmedate School
1.. '~ Per our discussion with yc~u, we will locate the future thoroughfare for the soLith-east
side of the property so that it will work with the existing grades and creek location.
2. ~ We will prepare a right-of-way stri .map along Graham Rt}ad to assist uy in determining;
the proper nght-of-way dedication~or our site.
3, / We will revise the driveway/parking layout per the requirements listed in the driveway
ordinance.
4. ,~We are requesting that C~,llege Station LSa. have a traffic study performed along our
portion. of Graham Rc}ad.

sewer line along. the south fork of Lick Creek. If these. negotiations fail, we have

~ I have contacted Bud Ray with Aquila Pipeline Company in regards to the above mentioned
~, pipeline. Mr. Ray stated that the pipeline is a 6 inch gas transmission line, running of an
intermediate pressure of 500-600 p.s.i. He also stated that hus pipeline is approximately three (3)
~`~;, feet deep at all locations.

~ Mr. Ray,;further stated that the pipeline :running from the well head towards .Lick. Creek belongs
°-y to Southwest Pipeline Company.. Mr: Ray said that Aquila and Southwest work together and
transport each others gas from time to time. Each of these gas lines begin at the well :head
location on the. School District's property. The contact for Southwest Pipeline Company is Paul
Nicholson. I am in the process of contacting him to obtain easement information.
In`regards to the Aquila pipeline easement being overlapped by the City.. of Bryan's electrical
easement, Mr.`Ray stated that since their easement document was.. filed before the City of
`Bryan's document, theirs is the legally binding easement. However, Mr. Ray then said. that
Aquila would not make an issue of this matter with the City of Bryan. Mr. Ray also said. that
Aquila would be willing to vaork with the School District in anyway possible.
Please inform Mr. Kalsta of the depth of the pipeline, as it will affect his preliminary site
grading plan. If you. have any questions regarding this matter, please -call me.

In accordance with therequest of the City, we re-evaluated the alignment of the future "Street A"
connecting the future streets, Southern Plantation and Eagle .Avenue. The route proposed is based on
the following:
1. Mutual participation of the property owners involved in the dedication of required R.O.W.
2. Minimum conflict with the 100 year flood plain and. utilization of existing topography to its
maximum benefit.
3. Keeping the length of the creekcrossing to an absolute minimum. Minor realignment of the
drainage way can easily be accomplished and possibly facilitate the use of box culverts in lieu
of a bridge section..
4. The proposed route has minimum negative impact to all the properties involved. Tract BS and
GI have somewhat of a unique planning problem that.. will have to be addressed. to
accommodate the proposed alignment. Traditionally tracts Ghat are "out" have been rezoned to
office or commercial tracts to obtain the best use available with no financial. impact to the
owner of the property.
We feel the alignment proposed will. best accommodate all properties involved and give the City the
most economical route from a cost point of view.

I will be out of town Feb. 12, 98 and will miss the Council Meeting on that day.
Approval of the plat for the new school on Graham road will be on the agenda.
I encourage -you to reject the proposed plat and to ask Staff and the. Planning Board to
reconsidered this plat requiring the. development to have anorth-south street on either the
west or east side. of this tract.
The plat as proposed has three curb cuts on Graham Road. The plan calls for a future
additional .grade school on the same track with no consideration of the traffic going to that
school from the north. The two schools on this track will be significant traffic generators
and the tree curb cuts will become bottlenecks on Graham Road in the future. Aside
street with curb cuts on the. side street is a major improvement at minimal cost as
compared to the total school budget for this tract.
The arguments by the CSISD official for the proposal as laid out are specious and self
serving. The City manager admitted tome that the staff agreed to this layout only because
they had concerns about the City requiring -the street. I say if we do not have the guts to
require the street we need to get out of the planning business.
Lets. not make another mistake that will cost a bunch of dollars to fix in the future. (Bryan
just approved half a million to fix a similar problem.)

_ Staff is currently scheduling a meeting with surrounding property owners in the area to
discuss future thoroughfare locations. The preliminary plat must address and comply with

Mr. Savage:
We are please with the prospect of providing engineering services for the sanitary sewer line
coordination between the School-District and. the City of College Station. We are currently
.preparing a proposal :for these services and wish to clarify and confirm the following from the
meeting on November 12~':
1. We understand that we are to act as a liaison between the School District and the
City in regards to adjustment of the Graham Road impact fee area.
2. We understand that we are to assist in the coordination of a developer's agreement
between the School-District and the City for the upsizing of the sanitary sewer lme.
3. We understand that we are to design the sanitary sewer from the Spring Brook
Subdivision, hrough the .School District's property, and then onto Mr.
Szabuniewicz's property,:and then up tp Graham RRoad, per Mr.-Szabuniewicz's
preliminary alignment.
4. We understand that our proposal is to be based on the figures provided by Mr.
Szabuniewicz at the meetmg on November 12tH
5. We understand-that you will pursue negotiations -with the City in regards to .
payment for.additional excavation due to the_upsizing of the sanitary sewer lme.
6. We will also coordinate with the City as to which lift station services .our basin, and
if any upgrades of that lift station will be necessary.:

It is our pleasure to provide the School District with the information it-needs to ascertain the
potential benefits of a privately constructed and maintained drainage detention facility located on
the School District's Graham Road New School Site. For the purposes of our. research, we wish
to confirm the following:
1. We understand that Mr. John Szabuniewicz, a developer of the adjacent property
south of the Graham Road Site, has agreed to sign an agreement with the School
District stating that he and his engineer will design, construct and maintain a
detention pond if the School District donates the land.
2. We understand that, for the purposes of our research, the size and capacity of this
detention ppond is to be based on Mr. Szabuniewicz's detention needs. as well as
the school sites ultimate developed condition (i.e. including the future school).
3. We again wish to relayy that per Ms. Veronica Morgan, P.E., assistant city
engineer, the City of Colle e Station has no interest m maintaining a dedicated
regional :detention facility for this site at this time.
4: We also understand that this issue must be discussed and approved by the school
board before any formal agreements or proposals are drafted.
Upon receipt of written confirmation regardingg the above mentioned statements, we will proceed
with the determination of the. sizing needs of the detention pond. Please call us if you have any
comments or questions.

This letter is to advise you of the City of College Station's opinion regarding the above
mentioned detention facility. In a telecom with Veronica Morgan, P.E., I was told that a city
maintained detention facility was not vital at the new school site. However, Ms. Morgan stated
that it might be beneficiaLfor the local;landowners. She wished to express that, at this-point in
time, the. City would not be interested in maintaining such a facility. She stated. that the
maintenance and upkeep of such a site would be the responsibility of either College Station
I.S.D. or the people who build it.
I wish to .confirm whether the donation of land for such a facility on the Graham Road site is, or
is not, the course of action the School.District wishes to pursue. Please call me and advise.

Upon consulting with John Szabuniewicz and Martin Riley, P.E. regarding the. above mentioned T
issues, we wish to confirm our course. of action with College Station I:S.D. Mr. Szabuniewicz J
stated that, upon consultation with the City of :College Station, he is prepared to move forward ~
with the design of the sewer line.. He stated that the City has agreed to pursue a Developer's ~
.Agreement wherein they will only pay :the cost of upsizing the sanitary. sewer line from an 8 inch.
line to a 12 inch or 15 inch line. ` At this ime, this resolution appears to be acceptable to Mr.
Szabuniewicz. We have consulted with Martin Riley, PE., who is contracted by Mr.
'Szabunewicz to design the sewer ine, to coordinate our projects.
In regards to a regional detention facility possibly being constructed on the Graham Rd. School
tract, Mr. Szabuniewcz stated that, upon consultation with you and`the City, it would be
agreeable to him that he pay for and have Riley Engineering Co. design the re tonal detention
facility if the land was donated by College Station LS.D:~ t CCU ~''~~"
