This letter. is to further confirm a few items discussed at the meeting, as well as address additional ~~ requests. Graham Road New Intermediate' School 1. It is our understanding that you will ..continue efforts to contact John Szabuniewicz in regards to the sanitary sewer line along the south fork of Lick Creek. If these efforts continue o be in vain, we suggest that College-Station I.S:D. pursue the previously discussed option of a Developer's Agreement with the City of College Station. This will. ensure the completion of the sanitary sewer-line in conjunction with the completion of the school. As always, we stand ready to assist you. and the City in any way possible to expedite this process. 2. Per our discussions with the City'of College Station, we recommend that a traffic study be performed for Graham Road at the school site. We suggest you.contact Joe Blashley, (409) 776-.1822, to assist you with this. - 3. We request that additional surveying and right-of--way work be performed by Brad Kerr. We propose that Brad prepare aright-of--way strip map for Graham Road to help us resolve r.o.w.' dedication questions brought up by the City. 4. If College. Station LS.D. wishes to pursue any park dedication, we suggest you contact the Parks and Recreation Board as soon as possible in order to incc-rporate their comments into the. preliminary plat. The 1995 traffic study recommends that Kyle be widened on its north side in order to better align with. George Bush Drive and in order to reduce the severity of the curve near Dominik. The study concludes that .constructing even a minimal. cross section to widen the road to 4 lanes without a center median or bike lanes would require acquisition of entire lots. The proposed widening .and realignment of Kyle as recommended in the study would require acquisition of 10 lots on the north side, 1 full lot on the south side, as well as parts of three other lots on the south side of Kyle. The TXDOT has indicated that the City can acquire the right-of--way under our procedures. However, since state funds are involved, the TXDOT will w~~r c arance.Cit}r r in devel ronmenta assessment m order too tarn en ~~ Anderson. Ample right-of--way will be available for widening Anderson street. It's curre +~ right-of--way varies from 65 to 70 feet. In 1995 the CSISD included an additional 20 feet of right-of--way for Anderson as part of it's .plat for the Oakwood Middle School reno~ vation. However, the CSISD has never filed the plat for record because one of the signatones to the plat moved out of the country. If necessary, the 20 feet of additional right-of--way could be obtained by separate instrument. FINANCIAL Kyle. The 1995 traffic study estimates the cost of widening Kyle from Texas to Domini.k at about $1.4 million. About $600,000 of this is for right-of--way acquisition. The remaining costs are for, roadway design and construction. The study notes that these figures should not be considered extremely accurate, but they are appropriate for general planning purposes. Staff feels .that the estimates included for right-of--way acquisition `are low. Potential costs for. condemnation, litigation, and relocation were not taken into account. The City has $550,000 budgeted in FY `98-99 for right of way acquisition on Kyle. This amount combined with the grant .funds would total about $890,000 available for the project. Staff estimates an additional $500,000 to $750,000 would be needed if Kyle is selected. Anderson. The City .has $1.278 million budgeted in FY's `97 and '98 for Anderson street rehabilitation. Widening the section from Park Place to Bush is not included as part of this project. Staff estimates to include the widening would cost $255,000. This additional amount can be covered by the $340,000 if Anderson is chosen for the program. Any funds remaining after the project is complete could be used for other capital projects. -
