STAFF REPORT Item: Consideration of a proposed master preliminary plat for approximately 1 T.8 acres, four C-1 zoned lots on the SW corner of Barron Road and State Highway 6. (Planning Case No. 97-315). Item Summary: The applicant is preparing a 2.5 acre tract located just to the south of the Wilson Plumbing and the former Bins food market for development. The entire parent tract, which . includes the two developed properties as well as two remaining vacant tracts, is required to be .shown on the master plat and to show compliance with subdivision regulations as well as the City's Comprehensive Plan. The plat is in' compliance with all applicable requirements, .except that several revisions will be required as .listed in he Presubmission Conference Report. Policy Issue Statement: .Civic Pride Citizens benefit from well-planned, attractive residential and commercial areas, and from preserving historic areas. Item Background: The two developed tracts were built several years ago. The Wilson Plumbing tract was redeveloped about four. years ago, at which time. a final plat was approved. At that time, the. northwestern-most corner was reserved as a 50' X 50' access easement for a future shared driveway with the 2.5 acre tract that has'. a 30' strip that extends to Barron Road. Sewer: Sanitary sewer service is available from an 8 inch line located on the south side of Barron Road and from a 10 inch line located on the west side of State Highway 6. Streets: This property has access to State Highway 6 frontage road, a major arterial and to Barron Road. On the 2.5 acre .Lot 1, 30' strip. of .land extends' to Barron Road immediately adjacent to the Wilson Plumbing property. Off-Site Easements: For the 2.5 acre tract, the applicant will need to coordinate driveway- access-using the access easement on the Wilson Plumbing property, mentioned I', in "Item Background," such that only one. drivewayis shared off ofBarron Road. Sidewalks: The .Sidewalk Master Plan does not show a sidewalk for the subject Prope~3'• Drainage: A drainage report will be required upon development of the vacant properties to ensure that there are no impacts to the upstream and downstream properties. Flood Plain:. According to FEMA Flood Hazard Maps, this property is not located within the .100-year flood plain.
