Item: Consideration of a proposed master preliminary: plat for approximately 109 acres
divided into 1 commercial lot & 1 residential lot located in the Greensworld Subdivision,
generally located on .the southeast corner of University Drive and State Highway 6.
(Planning Case No. 97-314)
Consideration of a preliminary plat of Greensworld Phase Three, consisting of
approximately 3 acres, being.. one of in the southeast quadrant of State Highway 6 and
University Drive, north. of Douglass Nissan. (Planning Case No. 97-310)
Item Summary: The purpose of the master preliminary plat is to identify the current
property boundaries under Regency Parkway ownership as it relates to the parent tract
from which the 3 acre preliminary plat is taken. This master plat covers approximately
109 acres of land, of which 106 acres are located within the 100 year flood plain. The
applicant is applying to FEMA to have the flood. plain channelized in'order to reclaim a
substantial: amount of the 106 acres. for future development. This channelization report is
currently being reviewed by engineering staff to determine the impacts to the surrounding'
properties.
The developer has also submitted a preliminary plat for approximately 3 acres that is
located outside the l00 year'flood plain. This property is being platted in order for
Douglass Nissan to expand their dealership.
These plats. are incompliance with the Comprehensive Plan because it calls for the
location of commercial uses at major intersections as well as with the compatibility of
surrounding land uses.
Policy Issue Statement::
Civic Pride Citizens benefit from well-planned, attractive residential and
commercial areas, and from preserving historic areas.
Item Background.: The 3 acre parcel was rezoned from R-1 to C-2 at the City Council's
Regular Meeting on August 12, 1.997..... The rezoning from A-O and R-1 to C-1 for the
remaining 106 acres will be brought before the Planning and Zoning Commission in
September.
Budgetary & Financial Summary:. Not applicable.
Staff Recommendations: Staff recommends. approval of both the master plat and the
1, preliminary plat with the Presubmission Conference conditions..

and the comments are attached.

City Attorney Recommendation/Comments: Legal has approved as to form.
Commission Action Options: Approval;. approval with conditions; or denial. Neither
plat will go before the Council as there are no major planning issues. The applicant will
have to submit another plat when the amount of floodplain to be reclaimed is determined.
That plat will. go before the City :Council for consideration.

Water: Water will be extended into this property from existing waterlines.
', Sewer: The existing sewer infrastructure appears to be adequate, however as
development is proposed a more accurate determination. of capacity must be
made.
' Streets: These properties have access to either University Drive or State
Highway 6. Both of these streets -are classified as major arterials.
.Off-Site Easements: Not applicable.
Sidewalks:- The need for sidewalks will be determined at the time of final plat or
site plan. review.
Drainage: The detention requirements for this property will be reviewed at the
time of site plan review.
Flood Plain: According to FEMA Flood Hazard Maps, this property is located
', within the 100-year flood plain. The applicant is proposing. to reclaim a large
portion of this property for future development.
Oversize Request: The developer is requesting. oversize participation for an 18 `'
I~ inch water line in the State Highway 6right-of--way.
