Ladies/Gentlemen:
Please .find attached one mylar original and 15 bluelne copies of the Revised Master
Preliminary Plat for Hollemam Arms Apartments, to be considered at the Planning and Zoning
Commission Meeting on June 5, 1997. The revisions address the Ordinance Requirements
noted in the Pre-submission Conference Report and include other minor changes. Special note
is made of the following revisions:
1. The name of the Plat :has been .changed to Holleman Arms. Apartments since Texas A&M
University would likely consider. the original name unacceptable. .Please revise the
application name as required.
2. It is understood Ghat the City of College .Station would prefer an "off-site" land dedication
..for the park land dedication. Negotiation with the appropriate off-site property owner will
be pursued. Dependent on results of these negotiations, the Applicant may ask the City to
reconsider the payment of a fee in lieu of actual land dedication.
3. A Public Utility. Easement has been shown in which the proposed Sanitary Sewer can be
constructed South of the subject tract. It is not known if such an easement currently exists.
..Property research and/or negotiation with adjoining property owners for. dedication will be
pursued.
4. The metes and..bounds'description of the property is based in part on an actual Field Survey
and in part on deed .research. As only the property South of Holleman Drive will be
"finale-platted", a Field Survey. of the entire parent tract was not conducted.

5, Proposed access locations :are shown and distances noted from adjacent and opposite
driveways and curb line. It is presumed that the proposed .driveways could be .shifted in
the Final Plan as long as the minimum required distances are maintained.
As noted in the Report, sanitary sewer capacity restrictions were discussed at the Pre-
submission Conference, :specifically the fact that, the existing line cannot accommodate both the
subject development and the proposed Melrose.. Apartment development.. We take this
opportunity to document subsequent .telephone conversations with Engineering Department
personnel, ' in which it was. stated .that the Melrose .Apartment developers had made a
commitment to take that project's wastewater to a' different sanitary sewer trunk line. We have
advised our 'Client that there is no other proposed.: project',in direct competition for the sanitary
sewer... capacity at this time. Please advise us immediately if there has been any
misunderstanding on our part.

Dear Mr. Homeyer:
This letter is in response to your June 2, 19971etter requesting wastewater flow information in
order to provide a committment for the above Subdivision. Plat.. The Plat consists of 2 lots
which are proposed to be zoned as`R-5 for Lot 1 and C-1 for Lot 2. Based on the proposed
land plan, Lot 1 is proposed to be developed with 220 units. However, Lot 1 is allowed by
the proposed zoning. to have up to 429 units for the 17.913 acres in the Lot 1 at a maximum
density of 24 units per acre. Multifamily residential units have an estimated average daily
wastewater discharge of 250 GPD per unit.
Per 1Vlr. Paul Clark, the owner of Lot 2, .the property will probably be developed as a large
restaurant. Sitech Engineering estimates 12,000 GPD for Lot 2 based on this mode of
development. Sitech Engineering estimates that Lot 2 could have a `maximum wastewater
discharge of 5,000 gallons per day per acre for the 3000 acres.
We request average daily flow wastewater committments for the. subdivision as follows.
Proposed Immediate Demands Ultimate Demands
Lot 1 55., 000 GPD 107, 250 GPD
Lot 2 12, 000 GPD. 15,000 GPD
Total 67.,000 GPD 122,250 GPD
We believe that the 2-Hour Peak Flow is three times the above average daily flows.

I am writing this letter in reference to the A&M College Apartments project, in specific the Public Utility
Easement (PUE) located to the west of the property. ' We have had our legal department search through
deed records in hopes of finding reference to the PiJE continuing past your properly. The information
they have provided us does,not clearly indicate that the PUE does continue past your property.
Please find enclosed the easement information that was forwarded to us from our legal department.. It
does not clearly indicate thaf any of these easements reference the PUE that is in question, however you
may have some adjoining property information that may match with some of the propertydescriptions
given in these easements. This is the best information we can provide.

Dear Mr. Beachy:
Enclosed is a copy. of my report. entitled A Preliminary Environmental and Archaeological
Assessment of the 9.07Acre Proposed Woodway Park Addition in Brazos County, Texas for your
files.. We found no evidence of hazardous waste or significant prehistoric or historic sites in the
project area. It is my opinion hat the.City of College Station should be allowed to proceed with
construction as planned without further consultation with an environmental firm. or an
archaeologist.
However, should additional work be required by the Texas Antiquities .Committee (TAC) it is
likely that they will only ask for a few additional shovel tests and for copies of the report for
their files and distribution. I could satisfy. these requirements in no more than two days unless
a site is found, but that is very unlikely. Since the project area was not flagged,. I was not sure
in some places if I was outside the boundaries and TAC might want. to make sure that the entire
area was covered thorough y.
Based on the area examined, I think we can safely say that there are no prehistoric or historic
sites .present. If this is incorrect it is not likely that any sites would be considered significant
enough to affect your construction. One area of concern is the area on the west side of the
pond. Shovel tests in this area revealed clayloam grading into what appears to be bedrock clay.
However, if this is actually spoil from pond excavation a backhoe might be necessary to see if
the natural surface is below this. .From looking at the landform .and observing the soil profiles
in -the shovel tests, it appears that this is not the case. If your park construction will .not affect
this area below the surface, or if we can state that the spoil was `put elsewhere this would not
be an issue.

Item Summary: The master preliminary plat includes an R-5 zoned tract on the north side of Holleman
with an M-1 strip across the Wellborn Road frontage:. This tract is to remain undeveloped for the time
being. The tract R-5 on the south side is under consideration for a zone change to remove the M-1 strip
and. replace it with a C-1 corner, for a total of two lots on the southern half of the subject tract. The
applicant intends to develop the resulting. 17.9 acres of R-5 as an apartment complex. The remaining 3
acre C-1 tract has no immediate user at this time.
The request includes a variance to the exi ting Thoroughfare Plan to not extend Marion Pugh through the
property.. The draft thoroughfare plan that. is pending does not extend Marion Pugh and shows an
alternate north-south route further to the west along Jones-Butler.
Policy Issue Statement:
Civic Pride -Citizens benefit from well-planned, attractive residential and commercial
areas, and from preserving historic areas.
Item Background: The subject. tract has been zoned R-5 with a strip of M-1 .since late 1982 and has
remained vacant since that time. The entire. area west of Wellborn Road has -seen slow development,
perhaps. due in part to the Railroad adjacency and low sewer capacity. The City has been working to
determine what system upgrades are necessary in order to .provide additional sewer capacity due to
increased interest in developing this area (i.e., McDonald's, Melrose. Apartments, and increased inquiries
directed towards Staffj.
Several years ago,. the City created the C-B zoning district as an alternative. to the more broad C-1. In
areas that are considered to be highly visible, a C-B district may be preferred over C-1, such as the
Overlay Corridor on University Drive. However, due to the zoning of the property in the general vicinity
of the subject property, C-1 would be a compatible classification.
Budgetary & Financial Summary: The change in zoning does not have a direct financial affect on the
city. The eventual development for multi-family use would have impacts similar to other multi-family
development within the city.
