Commissioner Parker stated that he is inclined to deny the request without adding a condition for no future additions to this property. Discussion followed as to whether or not the Commission can limit additional expansion on a site and City Planner Kee said that she did not think they can limit future expansions through Conditional Use Permits but they can certainly deny this request. Commissioner Lightfoot said that he doubts if the institute would even care to add onto the site. The Commissionvoted on the motion and it passed unanimously. (6-0) AGENDA ITEM N®o 3: Consideration of a preliminary plat for the Wiseman Estates subdivision located within the city's E.T.J., totaling 102.5 acres, divided into .18 residential lots generally located along the west side of State Highway 6 across from the Texas World Speedway. (97-306). Graduate Civil Engineer Kaspar presented the staff report, adding than a .variance to the length of a cul- de-sac street is being requested. The master preliminary plat .includes approximately 102.5 acres divided into eighteen residential lots located on the west side of State Highway 6 across from the Texas World .Speedway in the City of College Station's E.T.J. and provides 9.1 acres of street right-of--way. An offsite easement must be obtained to 'provide access to State Highway 6. Staff recommended approval with the Presubmission Conference conditions. Mr. Bill Wiseman, owner, was present in the audience to answer any questions. Commissioner Parker moved to recommend approval of this master preliminary plat with conditions from the Presubmission Conference. Commissioner Garner seconded the motion, which passed unopposed (6-0). AGENDA ITEM N0.4: Consideration of a preliminary plat for a portion of the Franklin Estates subdivision located within the city's E.T.J., totaling 102.5 acres generally located around the intersection of Boxley Bend, Dogwood Trail and River Road. (97-307) Graduate Civil Engineer Kaspar presented the staff report pointed out the request includes a variance to the Subdivision Regulations to allow 60 feet instead of 70 feet of street right-of--way on existing streets. This subdivision plat contains property that was subdivided without being platted. These lots will eventually need to be legitimized through platting.. Any further resubdivision of the existing lots will require platting as well. The. applicant owns lot 9 and intends to plat the south corner. of the property into a separate lot in the near future. Staff recommended approval with the Presubmission Conference conditions. Commissioner Rife questioned the variance request. Development Coordinator Volk explained that the streets have already been platted but the land was not properly platted. Commissioner Lightfoot moved to approve this final plat with the Presubmission Conference comments. Commissioner Garner seconded the motion which passed unopposed (6-0).
