HomeMy WebLinkAboutStaff Report. '~ z r., STAFF REPORT Item: Consideration of a 41.81 acre master preliminary plat (GS.L. of Texas, Inc. Addition) dividing the property generally located on the northeast corner of Sebesta Road and the State Highway 6 Frontage Road into three. commercial lots. (Planning Case No. 97-305) Item Summary: Property in this master plat is currently zoned for C-1 commercial and M-1 Planned Industrial development. This master preliminary plat is being presented in anticipation of development of 3.5 acres (lot 2). This master plat incorporates what was a platted lot in the adjacent T.7. Addition and includes a large 35.8: acre lot for which there are presently no developmentplans. Lot 1 is a small 1.1 acrelot. The master plat shows the fixture location of a new collector roadway that would extend from Emerald Parkway to Sebesta as part of lot 3. The idea for this roadway was developed as a solution to the cut through traffic problems Emerald Forest has faced over the years since the Frontage Road was converted to one-way.. This will allow north-south movement between. Emerald Parkway and Sebesta without traffic traveling through the neighborhood. This roadway will not be built until lot 3 is ready for development. The developer of lot 2 will be asking the Council, through a development agreement, to delay the construction of any sewer. infrastructure through lot 3 to lot 2. The proposed use on lot 2 does not have any significant sewer demand. Policy Issue Statement: Civic Pride -Citizens benefit. from well-planned, attractive residential and commercial areas, and from preserving historic areas. Staff Recommendations: Approval with presubmission conference notes, with the condition that either a development agreement be approved by Council addressing the timing of sewer extension or the infrastructure be constructed with' he first final plat and with the discretion to apply streetscape reserved until site plan development. Related Advisory Board Recommendations: Refer to presubmission conference notes. Streetscape is required along the By-Pass. There is discretion to require it along Sebesta. Sewer: Sewer is available through existing lines that will be extended into this property. However, the developer of Lot 2, is requesting that he be allowed the option of placing a financial guarantee with the City for his portion of the sewer line to service .his property. He is proposing to install a "private" septic system on his property until a sewer line can be constructed to his. property. Streets.:. This .preliminary plat indicates the location of right-of--way for the proposed linkage between Emerald Parkway and Sebesta Road. The majority of this property will take access from the frontage .road of State Highway 6, but this proposed street will help to reduce the amount of traffic that would use residential streets within the Emerald Forest Subdivision. Off-Site Easements: Not applicable.. Sidewalks:. Not applicable. Drainage: The drainage requirements for this property will be reviewed for compliance at the time of site plan submittal. Flood. Plain:.. According to FEMA Flood Hazard Maps, this property is not located within the 100-year flood plain. Oversize Request: Even though the developer is requesting to delay the construction of the sewer, he will be requesting oversize participation for the installation of the. sanitary sewer line. This is in order for staff to determine the fair share portion that the developer of lot 2 should pay as part of a development agreement. Any fair share portion has to be determined after oversize is taken out. The City's participation will be determined based upon the size of sewer line constructed and the size of line required by the proposed development. Park Land Dedication: Park land dedication is not required for commercial developments. Impact Fees: Currently, there are no impact fees associated with this property.
