STAFF REPORT
Item: Consideration of a Master Preliminary Plat/Plan for Pleasant Forest Subdivision, a
46.183 acre commercial and residential development located northof the intersection of
Texas Avenue and SH 6 East By-Pass. (Planning Case No. 97-303)
Item Summary:. The master plan shows the entire 46 acres consisting of 11.43 acres of
single family development, 21.49 acres of commercial development and 12.92 acres where
a non-conforming mobile home park presently exists.
The master preliminary. plat is fore the 11.43 acres of single family development. It consists
of two phases with 23 lots in phase one and 21 lots in phase two. -The two phases will exit
via one street onto the East By-Pass West Frontage Road.
Policy Issue Statement: This case impacts the Civic Pride Vision Statement.
Civic Pride -Citizens benefit from well-planned, attractive residential and.
commercial areas, and from preserving historic areas.
Item Background: A rezoning request for C-1 General Commercial was granted for a
portion (21.5 acres) of this property in August 1996. At that time the rezoning was.
approved as recommended by the Planning & Zoning Commission with the condition that
the_applcant be allowed to reclaim flood plain along the northern boundary,of the
floodway (with no disturbance of the floodway) and the area from the northern boundary
of the floodway to the southern propertyline be considered a "non-disturbance area".
Budgetary & Financial Summary: The` City will- responsible for the maintenance of all
public infrastructure upon completion and acceptance'of the subdivision.
Staff Recommendations: Staff recommends approval with. comments made at the
presubmission conference (report attached). All changes were made to the plat with the
exception of the notation about the "non-disturbance" area on the plat.

Water: Water is available through existing lines that will be extended into the.
subdivision.
Sewer: Sewer is available through existing lines that will be extended into the
subdivision.
Streets: This plat proposes the dedication of right-of--way for Pleasant Grove
Drive and Pleasant Forest Drive. These-street names must be approved by 911
:Emergency Services prior to filing the plat for record.
Off-Site Easements: The proposed subdivision: layout does not require off-site
easements at this time.
:Sidewalks:..-.Sidewalks will be not be required -in .this: ubdivision due to ;the two
proposed streets being cul-de-sacs.
Drainage: The detention requirements for this subdivision will be addressed at
the time of final plat.
Flood Plain:. According to FEMA FIlZM maps, this property is located within
the 100-year flood plain. The flood plain boundaries are shown on this plat

Parkland Dedication: Parkland dedication will be addressed at the time of final
plat.
