F.r July 18, 1995 MEMORANDUM TO: Jane Kee, City Planner .FROM: Steve Beachy, Director of Parks & Recreation SUBJECT: Ruffino-Campo Property I feel that this development project has minimal value from a park or recreation prospective. The utilization of the floodway for open space is fine, however, it is of little use as a park due to the configuration, location and accessibility. The value to the City for this property is from a drainage standpoint. Design considerations should should allow for the proper flow and ongoing maintenance of the channel to minimize the potential for flooding rather than from a park prospective. If the zoning change is approved, then the actual. site plan may incorporate some type of trails or other amenities. However, the feasibility of this will be dependent upon the design and. how the commercial development relates to the drainage areas. It is hard to determine the potential for this without knowing what is going happen at that time. Please keep us updated on the project and let us know if there is anything else that we need to do. Mike Hester called again since lunch and said "they" also own one of the lots along Mile Drive that they want to include with this platting & development. I told him to include it in his master plan/plat, and staff would address it at that time (since I didn't have anyone here to .ask when he called). If we meet, and discuss that aspect, I can call him back and give him different direction if necessary.
