HomeMy WebLinkAboutStaff ReportSTAFF REPORT Item: Consideration of a Preliminary Plat for Edelweiss Business Center. (Planning Case No. 97-302) Item Summary:. This plat is located along the east side of Wellborn Road from the Rock Prairie Road Extension. to Mortier Drive. The purpose of this plat is to subdivide 3 8.3 5 acres into thirty(30) lots with the following zonings: • Ten (10) G1 lots, • One. (1) C-2 lot, • Eight (8) C-3 lots, • Eleven (11) A-Plots. A Presubmission Conference was held on February 12, 1997 and several comments were addressed at that meeting. This report is attached as supporting. material. Staff recommends that building .plots for .the purposes. of signage should be determined with the preliminary plat. The recommendations for signage is as follows: • Lots 1-5, Block 4 can each have align thatmeets the low profile standards or one consolidated freestanding sign for all five (5) lots. • Lots 1-6, Block 3 can each have a sign that meets the low profile standards or one consolidated freestanding sign for all six (6) lots. • Lot 1, Block 1 must meet the low profile. signage requirements. • Lots 2 and 3, Block 1 can have one (1) consolidated freestanding sign for both lots. • Lots 4, 5, and 6, Block 1 can have. one (1) consolidated freestanding sign for all three (3) .lots. • Lots 7, 8, and 9, Block 1 can have one (1) consolidated freestanding sign for all three (3) lots. • Lots 1, 2, and 3, Block 2 can have-one (1) consolidated freestanding sign for all three (3) lots. • Lots 4, 5, and 6, Block 2 can have. one (1) consolidated freestanding sign for all three (3) lots. • The following lots. are each allowed one (1) freestanding sign per lot: Lots 1 and 2, Block 5 and Lots 7 and 8, Block 2. Policy Issue Statement: This plat provides for the following Council Visions for the 21st Century: Trans~ortation/Mobility -Citizens benefit from the ability to move into, out of, and within College. Station in a safe and efficient manner. Civic Pride -Citizens benefit from well-planned, amactive residential and commercial areas, and from preserving historic areas. This property. was shown on the Edelweiss Estates Master Development Plan to be a combination of commercial and administrative uses. This preliminary plat. is consistent with that plan. Budgetary & Financial Summary: The City will be responsible for the maintenance of all public infrastructure upon completion and acceptance of the subdivision. Staff Recommendations: Staff recommends .approval of this plat with the condition that all Presubmission Conference comments are addressed.. Related Advisory Board Recommendations: The Presubmission Conference Report is attached and, approval is recommended with those comments. Sewers Sewer is available through existing lines that will be extended into the subdivision. Streets: This plat does not propose the dedication of right-of--way for Rock Prairie Road. These proposed lots will have access to .either Rock Prairie Road or Wellborn Road. Both of these streets are,classified as major arterials on the Thoroughfare Plan. Off-Site Easements: Depending upon the phasing of proposed sections of future Edelweiss Estates, the developer may be responsiblefor obtaining :off-site easements for theproposed-water and sewer lines as the proposed lots are final platted. Sidewalks: Sidewalks will be constructed with the Rock Prairie Road extension, but sidewalks will be constructed on Wellborn when the street has curb and gutter. Drainage: The detention requirements for each lot will be reviewed when the site plan is submitted. Flood Plain: According to FEMA FIRM maps, this property is not located within the 100-year flood plain. Oversize Request: N/A Parkland Dedication: N/A Impact. Fees: Impact fees are associated with this property, but will be assessed at the time of final platting.
