STAFF REPORT ~
Item: Consideration of a final plat for the College. Station Utility Customer Service Center, an
11.56 acre tract located at the. SW corner of Krenek Tap & William King Cole Drive. (Planning
Case No. 97-247)
Item Summary: The proposed development is Phase One of a possible consolidation of City of
College Station offices into a single complex. The proposed development will take up the eastern
4.4 acres of the total 11.5 acres currently owned by the City.
Policy Issue .Statement:
Civic Pride -Citizens benefit from well-planned,. attractive residential and
commercial areas, and from preserving historic areas.
Item Background: The City has planned to consolidate and move its offices in the southern
portion of the City.
Budgetary & Financial Summary: The project is budgeted as a Capital Improvements Project
for Fiscal Year `97 -'98.
Staff Recommendations: Staff recommends approval.
Related Advisory Board Recommendations: N/A
City Attorney Recommendation/Comments: Existing easement. by prescription that exists over
the 15 inch sewer line (planned to be abandoned) should be abandoned by a formal easemenf
abandonment process to insure the easement is legally abandoned.
Commission Action Options: Approve the final plat as submitted, approve with conditions, or
.deny the plat with stated reasons for denial.

ENGINEERING
Water: The. existing infrastructure is adequate for the proposed use. The property has
an eighteen and twenty four inch water line located along its boundaries..
Sewer: The existing infrastructure is adequate for the .proposed use. A major 15 inch
sewer line will be re-routed around this property. to accommodate this site plan. It is
being' administered as a separate Capital Improvement Project and it will provide
adequate sewer service to the. tract.
There is an existing easement by prescription covering the existing sanitary sewer line
that will be abandoned and re-located. This easement must be abandoned by means of a
formal easement abandonment process in order to insure the easement is legally
abandoned. This process must be completed prior to the filing of the final plat.
Streets: This property .has frontage along three streets, all of which have adequate
capacity. The City willimprovethe north-south leg of William King Cole to curb and..
gutter standards with this project. Access will not be taken to the east-west leg of
William King Cole due to concerns for potential conflicts with Public Works vehicles.
Off-site Easements: Not applicable.
.Sidewalks: There is an existing sidewalk located in the right-of--way of Krenek Tap.
Sidewalks are not shown on William King Cole on the Sidewalk Master Plan.
Drainage: Will be required to meet Drainage Ordinance and will be reviewed at time of
site plan submittal
Flood Plain: According to FEMA Flood. Hazard -Maps, this property is located within
the limits of the 100-year flood plain as determined by FEMA. The building. pad site and
finished floor elevations will conform to all.applicable regulations.
