TO WHOM IT MAY CONCERN:
RE: Graham Victoria Subdivision
College. Station City staff had. a meeting wi#h local engineer, Stewart Kling, on
May 20, 1997 to discuss .David White's property on the corner of Graham Road
and Victoria (589 Graham).
At that meeting the staff told Mr. Kling that any existing conditions on the
property do not have to meet detention requirements. That is, as long as no
improvements or changes are made to the site, detention does not need to be
addressed.. Staff told Mr. Kling that when any improvements or changes are
made to the parking lot or the driveway, the runoff resulting from those changes
must be addressed either in the form of detention or by using Victoria if he can
show that Victoria has the: capacity.. It was additionally explained that all lots in
this subdivision can share detention #acilities by using private drainage
easements, and that maintenance of the facilities will be the responsibility of the
owners.
Mr. Kling was also told that a drainage report and accompanying plans can be
submitted either with the plat or with site development.

Dear Sabine:
Thank you for your assistance in this matter.
I understand from my conversation with lane today, that the ZBA ruling means that the auto repair shop
will require only 9 spaces. The other o$ice/warehouse uses in the building will require 20 spaces, based
on the parking requirements ofthe Zoning Ordinance, according to the following calculations:
6 spaces - 1500 SF office (per Appraisal Dist.) - D. White
1 spaces -,1000 SF storagelwarehouse - D, White
3 s aces (25 rounded up} - 2500 SF storage/warehouse -International Supply
10 Total Spaces
Based on the ZBA Wiling allowing 9 for the auto repair use, and Z O for the other on-site uses, it appears
that the site requires a total of 19 pazking spaces in full with the Zoning Qrdinance.
Several questions remain "up in the air".
1} Based on my understanding of the wording of the ZBA ruling and the data in the Buchanan/Sofl
Mechanics report of 20 February 1997, the .parking lot is substandard and will need to be rebuilt to
meet City specifications. Is thin correct? Does the rebuild, if required, just cover the actual parking
spaces, or do we have to rebuild the driveway areas as well?
2) The current driveway throat-depth is approximateiy 31 feet. Victoria is classed as a minor arterial on
the current thoroughfare plan, and therefore requires a 40' throat depth, The ZBA ruling requites that

all development regulations be met- does this mean we will have to modify the driveway throat depth
to comply with the driveway. ordinance, or does it fall under a "gandfather" exemption?
3) The current driveway throat location is approximately centered on the driveway across Victoria &am
our site. In order to provide for better geometry with the existing pavement, we might consider
moving the driveway centerline 30' closer to tine building, which would make the opposite right
driveway distance approximately 30'. Is there any way we can do this and comply with the
Driveway Ordinance? It would certainly be of benefit in the design geometry of the pazking lot.
4) We are currently attempting to do some additional conceptual desigu,'but we need substantive
answers to these questions before we can proceed_ I appreciate the info you have akeady provided,
and look forward to hearing from you or your colleagues.
