Item: Consideration of a Final Plat for the Holleman Arms Apartments 20.9 acres, 1 C-1 lot & R-5 lot (zoning pending) on the southwest corner of Holleman & Wellborn, west of the railroad tracks.. (Planning Case No. 97-219) Item Summary: This plat is located on the southwest corner of Holleman and Wellborn, west of the railroad tracks. The. property is being prepared for development of a multi- family complex and a commercial lot. This final plat matches the master preliminary reviewed and approved in June. Policy Issue Statements This plat provides for the following Council Visions for the 21st Century: Employment/Prosperity -Citizens benefit from an environment that is conducive to providing diverse employment opportunity. Civic Pride -Citizens benefit from well-planned, attractive residential and commercial areas, and from preserving historic areas. Item Background: The master preliminary :plat ncluded_an R-5 .zoned tract on the north side of Holleman with an M-1 strip across the Wellborn Road frontage. This tract is to remain undeveloped for the time being. The R-5 tract on the south side is under consideration for a zone change to remove the M-1 strip and replace it with a C-1 corner, for a total of two lots on the southern half of the subject tract. The applicant intends to develop the resulting 17.9 acres of R-5 as an apartment complex. The remaining 3 acre C- 1tract has no immediate user at this time. Budgetary & Financial Summary: NA Staff'Recommendations: Staff recommends approval of this plat with the condition that all "Staff Notes" are addressed. City Attorney Recommendation /Comments: NA Related Advisory Board Recommendations:. NA Commission Action Options: Approve with direction as to "Staff Notes" or Deny the Final Plat. Sewer: Sewer is availablethroughexisting lines that will be extendedinto this property. The sewer line that this property will make- a direct connection to has capacity, but there are areas downstream that may require upgrading: in order to facilitate this development. Streets: This property has access to Holleman Drive, a minor arterial. However, the plat does not propose the. dedication of the Marion Pugh extension. The Thoroughfare Plan that is currently under .consideration by Council does not show Marion Pugh between Holleman and the proposed. Jones=Butler Road. The applicant requested a variance to this requirement which will be .considered. as part of the preliminary plat by Council on June 26, 1'997. Off-Site Easements: This plat will require the developer to obtain several off-site easements for sewer and water. Sidewalks: Not applicable. Drainage: The detention requirements for this property will be addressed at the time of situ plan review. Flood Plain: According to FEMA Flood Hazard Maps, this property is not located within the 100-year flood plain. Oversize Request: The developer is not requesting oversize participation with this plat. Park Land Dedication: The developer of the R-5 .tract will be required to pay a parkland dedication fee in lieu of land dedication or to dedicate 1.65 acres of land. The Parks and Recreation Department has expressed a preference for a land dedication rather than the fee. At this time, the method of dedication has not been determined. Impact Fees: Not applicable.
