My reading of the subdivision ordinance, .section seven, tells me
that they may file one (1) of .the following:
A "Performance Bond"
A "Trust. Agreement" or
An "Unconditional Guarantee"
5o I'd say any conditions on the cash guarantee are unacceptable
so no time limit.

Yep. However, this won't be a letter of credit!. It will be cash
that we will be putting in the bank to hold for them. Guess the
only thing we have a question about it the time frame. He
assures me that the language he has in the letter says after a
certain date we CAN {if we want) use the cash to complete the
project. I told him we want to make certain that the date is far
enough in the future that we won't have to use the cash!!! I
HATE THIS COORDINATION BUSINESS!!! I have never worked in the
financial guarantee end of things before, and I'm finding it very
time consuming! If you are saying that I should take the same
time. guarantee language from the letter of credit form we have
and use it, I can.. What Kneed to know then., is how long do you
want thi's for? Landscape ,.financial guarantees can be for up to 4
months. I don't know about infrastructure... I don't recall
seeing any kind of time limits in the subdivision regs, so I
think it's a City Engineer`'s call. Just tell me what to do and
I'11'do'it. Thanks.

I looked at it. However,. not being an attorney myself, I don't
know what wording would be appropriate. Don't ya'l1 have some
standard language for bonds, letters of .credit etc.?

Subject: Woodcreek Phase 9
I talked to Mike McClure to clarify the naming of Stonebrook Drive. (Phase 9
will continue Stonebrook Drive to connect with Foxfire.) Mike says that in
other phases of Woodcreek, Stonebrook has been called "Foxfire". However,
there are no houses that are addressed off of Foxfire within the Woodcreek
Subdivision.
In this phase, they have also decided to change "Courtland" to "Concord".
There is a Courtland street in Bryan. Courtland exists in Woodcreek II;
however, no houses are addressed off of Courtland.
I guess that we'll have to take a street name change before Council to clear
all of this up.

stonebrook
stonebrook has been intended to serve as a residential collector street since
the inception of Woodcreek. It has been on the City's Thoroughfare Plan since
1980. As a result, there is over a 1.5 mile section of stonebrook which is
built to residential collector standards which is a 39 feet wide street in a
60 feet right-of-way. A typical residential street is slightly narrower at 28
feet.
The connection will increase traffic on Woodcreek but it is by no means cause
for alarm. If the residents have the perception that it will become a busy
thoroughfare with a steady flow of traffic, that will not be the case.
We have not done counts on stonebrook, but my estimation is that it currently
carries about 400-600 vehicles per day. Foxfire Drive carries about 1200 vpd.
What's going to happen with the connection is that the volumes on the Foxfire
end will probably go down somewhat while those on the stonebrook end in
Woodcreek will go up.
I estimate the connection will''create a residential collector with volumes
ranging from 1000-1500 vpd. This is typical of Francis street in College Hills
and perhaps Spearman in Pebble Creek. The .folks may be interested to know that
Woodcreek Drive currently carries about 1700 vpd.
Below are some additional points:
- the 1000-1500 vpd amounts to about 1 car every 1 to 2 minutes on a typical
day. Their current estimated volume on stonebrook amounts to about 1 car every
3 minutes.
- The connection will not cause "through" traffic. This traffic is
residential traffic between neighborhoods which will have either an origin or
a destination in either Woodcreek or Foxfire. There is no commerial
development on either end of this roadway which is going to bring traffic from
another part of town to this area.
The majority of the additional traffic on stonebrook will be in the afternoon
return home from work. For the morning "to work" traffic, it will still be
faster for most residents in Foxfire to use Sebesta Road to the Frontage Rd.
- It will STILL be a residential street and the speed limit will remain at 30
mph.
- stonebrook and the residential lots adjacent to it have been designed and
constructed correctly for it to serve as a collector street for the
neighborhood. Most if not all lots have either rear or side frontage to
stonebrook. Few, if any lots, front on stonebrook. And few, if any, lots have
driveways which take direct access to stonebrook.
- A brick fence is already in place which buffers many properties along a
signficant portion of stonebrook.
- Many people are already using the makeshift connection...and they are not
just students.

Comments/Concerns:.
Clarifying. the name of Stonebrook Drive throughout the Woodcreek Subdivision and
-changing the name of "Courtland" to "Concord" Circle may require City Council action.
Staff is currently discussing this issue.
