STAFF REPORT
Item: Consideration of a Final Plat for Woodcreek `Section Nine 11.4 acres, 36 single
family lots located southeast of Foxfire II & north of Woodcreek II along the extension of
Stonebrook. (Planning Case No. 97-216)
Item Summary: This plat is located as described above and contains lots that average
.25 acres each. All are zoned for single family- use. This final plat continues
implementation of the Woodcreek Master Plan approved in the eighties. It does contain
an important link in the. City's thoroughfare system, the connection of Stonebrook in
Woodcreek to Foxfire in Foxflre. Staff has heard that there is opposition to this
connection from the neighborhood.
Stonebrook has been intended to serve as a residential collector street since the inception
of Woodcreek. It has been on the City's Thoroughfare Plan since 1980. As a result, there
is over. a 1.5 mile section of Stonebrook which is built to residential collector standards
which is a 39 feet wide street in a 60 feet right-of--way. The connection will increase
traffic slightly on Stonebrook but it is by no means cause for alarm. It will not become a
busy thoroughfare with a steady flow of traffic.
Current estimates of traffic on Stonebrook is that it carries about 400-600 vehicles per day
(vpd). (about 1 car every 3 minutes). Foxfire Drive carries about 1200 vpd. With the
connection the volumes on the Foxfire end will probably go down somewhat while those
on the Stonebrook end in Woodcreek will. go up slightly.
The connection will create a residential collector with volumes ranging from 1000-1500
vpd (about 1 car. every 1 to 2 minutes on a typical day). This is typical of Francis street in
College Hills and perhaps. Spearman in Pebble Creek. Woodcreek Drive currently carries
about 1700 vpd.
The connection will not cause "through" traffic. This traffic is residential traffic between
neighborhoods which will have either an origin or a destination in either Woodcreek or
Foxflre. There is no commercial development on either end of this roadway which is going
to bring traffic from another part of town to this area. As-you will recall the problems on
Driftwood and Bent Tree in Emerald Forest were in part caused because all the pieces of
the transportation puzzle were not yet in place. This is one of those pieces.
The majority of the additional traffic on Stonebrook will be in the afternoon return home
from work. For the morning "to work" traffic, it will still be faster for most residents in
Foxfire to use Sebesta Road to the Frontage Rd.
Stonebrook and the residential lots adjacent to it have- been designed and constructed
correctly for it to serve as a collector street. for the neighborhood. Most if not all lots have
either rear or side frontage to Stonebrook. Few, if any lots, front on Stonebrook. And
few, if any, lots have driveways which take direct access to Stonebrook. Stonebrook will

remain a residential street with a 30 mph. speed limit. A brick fence is already in place
which buffers many properties along a significant portion of the roadway.
Policy Issue Statement: This plat provides for the following Council Visions for the 21st
Century:
Transportation/Mobility -Citizens benefit from the ability to move into, out of, and
within College Station in a safe. and efficient manner.
Civic Pride -Citizens benefit from well-planned, _attractive residential and
commercial areas, and from preserving historic areas.
Item Background: The master plan for Woodcreek was approved in 1981 and this final
plat matches that plan for development.

all "StaffNotes" are addressed.

Water: Water is available through existing lines that will be extended into this
property.
Sewer: Sewer is available through existing lines that will be extended into this
property.
Streets: This plat dedicates the right-of--way for Concord Circle and the
remaining portions of Timber Knoll Drive and Stonebrook Drive.
Off-Site Easements: Not applicable.
Sidewalks: The developer will be required to construct sidewalks on both sides
of Stonebrook and on one side of Timber Knoll and Concord.
Drainage: The drainage requirements for this property will be reviewed for
compliance with City ordinances.
Flood Plain: According to FEMA -Flood Hazard Maps and information
provided by the engineer, this property is not located within the 100-year flood
plain.
Oversize Request: Not applicable.
Park Land Dedication:: Parkland for this phase has been taken care of with the
Woodcreek Park dedication.
Impact Fees: Not applicable.
