HomeMy WebLinkAboutStaff Report STAFF REPORT Item: Consideration of a Final Plat for Lots 1 & 2, Block One of the CSL of Texas, Inc. Addition, also being a resubdivision of the T. J. Addition. (Planning Case No. 97-213) Item Summary: 'This plat is located at the northeast corner of Sebesta Road and State Highway 6 intersection behind Orkin Exterminating Company. The purpose of this. subdivision. plat is,to create 2 lots zoned as C-1 General Commercial. A Staff Review was held and several comments were addressed at that meeting. 'The Staff Notes are attached as supporting material. The. 41.81 acre master preliminaryplat (C.S.L. of Texas, Inc. Addition) for this property and the development. agreement for future extension of sanitary sewer service are scheduled to be reviewed by the City Council. during their regular meeting on May 22, 1997.' The development agreement will allow the applicant to develop Lots 1 & 2 prior o the extension of sanitary sewer service to the property,-so that when: such extension occurs the applicant will have paid his "fair share" of the cost. Policy Issue Statement: This plat provides for the'',following Council Visions for the 21st Century: Civic Pride -Citizens benefit from well-planned, attractive residential and .commercial areas, and from preserving historic areas.. Item Background:. Not applicable. Budgetary & Financial Summary: The City will be responsible forthe maintenance of all public infrastructure upon completion and acceptance of the subdivision. Staff Recommendations: Staff recommends. approval of this plat with the condition that all staff comments are addressed and the preliminary plat and development agreement are approved by Council Related Advisory Board Recommendations: Not applicable. Sewer: Sewer is available through existing. lines which will be extended to this property at a time when the adjacent property develops. However,. the. developer of Lot 2, is requesting that he be allowed the option of placing a financial guarantee with the City for his portion of .the sewer line to service his property... A development agreement addressing the extension of .sanitary sewer service to Lot 2 in this .subdivision will go before ::council on May 22, 1:997..... The applicant has .minimal :sewer needs and is proposing to install a "private" septic system. until such time. when the sanitary sewer extension occurs. The development will be required to connect to the public gravity sewer upon completion of the sewer line. Streets: Not applicable. Off--site Easements: A drainage and public utility easement is proposed along the north property line of Lot 2. Sidewalks: Not applicable. Drainage: ° Detention requirements will be reviewed at the time of site plan submittal. Flood Plain: According to FEMA Flood Hazard Maps. and information provided by the engineer of record, this property is not located within the 100 year flood plain. Oversize request: Even though the developer is requesting to delay the construction of the sewer, he will be requesting oversize participation for the installation of the sanitary sewer line. This is in order for staffto determine the fair share portion that the. developer of lot 2 should pay as part of a development.. agreement... Any fair share portion has to be determined after oversize is taken: out. The City's participation will be determined based upon the size of sewer line :constructed and. the size of line required by the proposed development. Parkland Dedication: Park land dedication is not.. required for commercial developments. Impact Fees: Currently, there are no impact fees associated with this plat.
