(Planning Case No. 97-211) Item Summary: This plat is located north of the .Rock Prairie Elementary. School and adjacent to Edelweiss Estates Phase 10-A on Mint Avenue. The purpose. of this plat is to subdivide 1.1.7 acres. into twenty-five (25) R-1 Single Familylots. , A Presubmission .Conference was held on March 19, 1997 and several. comments were addressed at .:that meeting.: This report is attached as supporting material. Policy Issue Statement: This plat provides for the following Council Visions for the 21st Century: Transportation/Mobility -Citizens benefit from the ability to move into, out of, and within College Station in a safe and efficient manner. Civic Pride -Citizens benefit from well-planned, attractive residential and commercial areas, and from preserving historic. areas. Item Background: Adevelopment-agreement between the City and Begonia Corporation placed a condition upon all future phases of Edelweiss Estates north of Rock Prairie Road. This condition stipulated that Rock Prairie Road must be constructed prior to the. approval of any future plats in this. area. In order for this plat to be approved, the City Council must remove this requirement. This item is scheduled for the Regular City Council meeting on April 10, 1997. Budgetary & Financial Summary: The City will be responsible for the maintenance of all public infrastructure upon completion and acceptance of the subdivision. Staff Recommendations: Staff recommends approval of this plat .with the condition that all Presubmission Conference. comments are addressed and that the City Council allow for the platting of property north of Rock Prairie Road. ENGINEERING Water: Water is available through existing lines that. will be extended into this property. Sewer: Sewer is available through existing lines that will be extended into this property. Streets: This plat dedicates and has access to the Mint. Avenue extension which is classified as a collector by design. It also dedicates the right-of way for the extension of Innsbruck Circle, a residential street, to provide for internal circulation. Off--Site Easements: The applicant is responsible for obtaining a ten (10)_foot public drainage and utility easement along Lots 14 - 24 of Block'1. Sidewalks: The developer will be responsible. for constructing a sidewalk. along one side of Innsbruck .Circle and. on both sides of Mint Avenue. Drainage: .The detention requirements for this property are provided for by the enlargement of an existing detention facility located at the northern end of the property. '; Flood Plains According to FEMA Flood Hazard Maps, this property is not .located within the 100-year flood plain. Oversize Request: The developer is not requesting .oversize participation with. this plat. Park Land Dedication: Park land dedication for this plat is provided for in Edelweiss Estates Phase 3.
