HomeMy WebLinkAboutStaff Report~_ . STAFF REPORT Item: Consideration of a Final Plat and Variance Request to the Subdivision Regulations for the Technology Business Park. (97-206) Item Summary: This plat is located approximately 1,300 feet south of the intersection of Sebesta Road and State Highway 6. The purpose of this plat is to subdivide 20.77 acres into twenty three (23) Research and Development lots, of which Lots 3 through 19 of Block 1 cannot be built on. Lot 3 was created to serve as the detention area for this development and Lots 4 through L9 do not have access because they are to serve as a green belt buffer to the R-1 lots located in Woodcreek Section 5. A Presubmission Conference was held on February 5, 1997 and several comments were addressed at that meeting. This report is attached as supporting material. The applicant is also requesting a variance to the Subdivision Regulation requirement regarding sidewalks. The Subdivision Regulations require sidewalks to be located on both sides of a street when there is .sixty (60) feet or more of right-of--way. Since this is an office/research development that would not. create a high volume of pedestrian traffic, staff would support a partial' variance to this requirement .and recommend a sidewalk on one side only..: This sidewalk would eventually tie into Sebesta Road where sidewalks.. currently exist. The sidewalks in this development would allow for safe access to Sandstone Park. Policy Issue Statement: This plat provides for the following Council Visions for the 21st Century: Transportation/MobilitX -Citizens benefit from the ability to move into, out of, and within College Station in a safe and efficient manner. Civic Pride -Citizens benefit from well-planned, attractive residential and commercial areas, and from preserving historic areas. Item Background: This property was recently rezoned to the R&D district, which contains buffering and aesthetic requirements to provide compatibility. with the adjacent residential areas. The Commission approved a variance to the Subdivision Regulation requirement that all lots have access and utilities at the August 1, 1996 meeting. These lots provide for the above mentioned buffer. Budgetary & Financial Summary:. The City will be responsible for the maintenance of all public infrastructure upon completion and acceptance of the subdivision. The streets within this subdivision will remain "private" and will therefore be maintained by the property owner's association. Staff Recommendations: Staff recommends approval of this plat with the condition that all Presubmission Conference comments are .addressed prior o filing the plat for record. The developer must extend a 12 inch water line from Sebesta Road to his development in order to provide adequate fire protection and water service. This water line is not eligible for oversize participation because the development requires the 12 inch line. When the property along State Highway 6 (SH 6) develops, the developer will be required to extend the proposed 12 inch line to an existing 18 inch water line in the SH 6right-of--way. Sewer: Sewer is available through existing lines .that will be extended into the subdivision. Streets:: This plat does not .dedicate the .right-of--way for Technology Parkway. This street .and all other streets within this subdivision are proposed to be designated as "private". Off-Site Easements: The developer will be responsible for obtaining off-site easements for the proposed water line, sewer line and Technology Parkway. Sidewalks: Staff recommends a sidewalk to be constructed on one side of Technology Parkway if the variance request is approved. If the variance request is denied, the developer would be required to construct a sidewalk on both sides of the street. -:The applicant:' does not propose to construct sidewalks ' as part of this plat. Drainage:. The: developer is proposing to locate the entire detention pond within Lot 3. The detention requirements are being reviewed with the construction documents for this development. Flood Plain: According to FEMA FIRM maps, this property is not located within the 100-year flood plain. Oversize Request: The developer is not requesting oversize participation with this plat. Parkland Dedication:.. Parkland dedication is required for residential development and therefore does not apply to this subdivision.
