Engineer Parking Lot Standards and All Weather Temporary Drives The City of College Station currently has a detail for asphalt parking lot pavements During the recent past, the City. has had numerous requests for concrete paving within parking lots as well... We do not. have a standard for concrete parking lots within the Zoning Ordinance. We have been using, as a guide, .our concrete alley standard. This has been challenged recently and as such, staff felt it was important to place on the record, a minimum paved section for concrete parking lots. In addition, we have referenced an all weather surface for temporary drives usually constructed during a project that is used for emergency vehicles or for temporary drives used during the "phasing" of a project. Although we have referenced "all weather" surface, we do not .have a published standard to give to engineers and developers. Morgan,. Asst. City Engineer DATE: November 14,..1996 RE: Parking Lot Standards and All-Weather Surfaces Back in September, this item came to the Commission for review and recommendation to Council. At that time, there were questions regarding how long these "all-weather" surfaces could be kept in place. The intent of the ordinance amendment was not to allow other standards in lieu of permanent pavement standards. for parking lots or access ways, but. rather to allow some alternatives for use during construction, phasing of projects and for EMERGENCY ACCESS. ONLY permanent installations. It was apparent after hearing the Commission's concerns that the intent was not clearly worded in the ordinance amendment. We have made changes to try .and address the Commission's concerns and more clearly explain the types of "all-weather" surfaces and under what circumstances they may be used. Hopefully, these changes have answered the earlier concerns and questions and more succinctly explain the appropriate scenarios for their use.
