AGENDA ITEM N0.4: Discussion and consideration of a Zoning Ordinance
amendment to section 9.2D pertaining to surfacing requirements. (96-821)
Assistant City Engineer Morgan stated that in September, this item came. before the Commission for
review and recommendation to the City Council. At that time, there were questions regarding how long
these "all weather" surfaces could be kept in place. The intent of the ordinance amendment was not to
allow other standards in lieu of permanent pavement standards for parking lots or access ways, but
rather to allow some alternatives for use during construction, .phasing of projects and for emergency
access only permanent installations. It was apparent. after hearing the Commission's concerns, that the
intent was not clearly worded in the ordinance amendment.. Staff h as made .changes to the amendment
to try and address the Commission's concerns and more clearly explain the types of "all weather"
surfaces and under what circumstances they maybe used.
Commissioner Lightfoot moved to recommend approval of the proposed Zoning Ordinance amendment
to section 9.2D pertaining to 'surfacing requirements as presented by staff. Commissioner Garner
seconded the motion which passed unopposed (4 - 0).
