Kee, City Planner RE: Amendment to Section 7.21. Membership of the Design Review Board and the Terms of Office DATE: August 27, 1996 City Council recently appointed a citizen to replace an outgoing member of the. Design Review Board (DRB). This appointment left the DRB without an architect, as required by ordinance. Section 7.21.C reads: The DRB shall be a body appointed by the City Council and shall consist of (1) one registered. architect, (2) one business person, (3) one member kknnowledgeable in aesthetic judgment (4) one .landowner or ddeveloper m the Wolf Pen Creek Corridor and the voting members of the Project Review Committee being a committee established by, the Cry's Zoning .Ordinance. The DRB s~iall be supported by the same technical staff as the Pro-1ect Review Committee..The ini al term of office shall be two years for the business person and the architect and three years for the ex ert in aesthetic judgment and the landowner. All terms therea}ter shall be for ~hree years. Council directed staff to prepare an ordinance amendment adding acitizen-at-large to the DRB. This amendment will accomplish that and then. Council will appoint an architect to serve as well.. This will bring the membership of the DRB up to eight. AN ORDINANCE AMENDING ORDINANCE NO, 168, THE ZONING ORDINANCE, OF THE CITY OF COLLEGE STATION, TEXAS, BY AMENDING .SECTION 7.21 C BY EXPANDING THE NiJMBER OF MEMBERS ON THE DESIGN REVIEW BOARD THROJGH THE ADDITION OF A CITIZEN AT LARGE WHO WILL SERVE FOR A THREE YEAR TERM. WHEREAS, .the Design Review Board is appointed by the City Council to review and evaluate design .submissions for development in the Wolf Pen Creek Corndor and make recommendations on development proposals in this district; and WHEREAS, the City Council has. determined that it is in the public interest to expand 'the Board to include a citizen at large to the Board and to allow for citizen review and comment; NOW, THEREFORE, be it resolved by the City Council of the City-of College Station, Texas: I. That Section 7.21 C of Ordinance No. 1638, the Zoning Ordinance, of the City of College Station, Texas, is hereby amended to read<as follows: "C. REVIEW PROCESS All development projects .proposed within the corridor shall be reviewed by the Design Review Board (DRB). The DRB shall be a body appointed by the City Council and shall consist of (1) one registered architect, (2) one business person,. {3) one member knowl- edgeable in aesthetic lodgment, (4) one landowner or developer ~n the Wolf Pen Creek Corndor, (5) one citizen at large, and the voting members of the Project Review Committee, being a committee established by the City's Zoning Ordinance: The DRB shalt be supported by the same. technical staff as the Project Review Committee. The initial term of office shall be two (2) years for the business person and. the architect and three (3) years for the-:expert in aesthetic judgment, the citizen at large, and .the landowner. All terms thereafter shall be for three (3) years.. The DRB, in reviewing each proposal,. shall .consider the City's land use and development codes,. the Wolf Pen Creek Corridor: Study and Master Plan, and the standards and policies herein provided. ::Standards and policies herein take precedence over other appli- cable codes;and ordinances where conflict exists. The following factors and characteristics, which affect. the appearance of a development, will govern the Design Review Board's. evaluation of a design submission: Conformance to the City's land use and development codes and this ordinance: Logic of design. Exterior space utilization. Architectural character.'. Attractiveness. Material selection.. Harmony and compatibility. Circulation -vehicular and pedestrian. Maintenance aspects.. js/c%rdinan/drbdoc 9/!0/96 ORDINANCE NO. -Page 2 The DRB shall make recommendation to the Planning & Zoning Commission regarding each proposal for development in this district. Appeals from :decisions of'the Planning & Zoning Commission. shall be to the City Coun- el. Applicants appealing must do so in writing. and within ten (10) days of the. Plamung Zoning Commission's decision. Appeals shall be submitted to the-office of the City Secre- tart'... The City Secretary's office shall schedule a hearing of the appeal before the Council within thirty (30~ days from receipt of he letter of appeal." TI. This ordinance shall become effective and be in-full force and effect. from and. after its passage and approval by the City Council and duly attested by the Mayor and City Secretary.
