SUBJECT: Parking Lot Plan - 600 Tarnow Street; proposed parking lot and future
commercial building to be located at 600 Tarnow Street on lots 1, 2, 23 and 24,
block 4 of Prairie View Estates across -from The Village Shopping Center.

A Project Review Committee. meeting was held Wednesday, August 21, 1996 to discuss the
above mentioned parking lot plan. P&Z Representative Gribou moved to approve the site plan
with the following discretionary items, ordinance requirements and comments.. The following is
a list of discretionary items and ordinance requirements identified by the Project Review
Committee. This list does not relieve the applicant of total compliance with all current
ordinance requirements.
CONDITIONS OF APPROVAL
Discretionary Items:
_ A sidewalk is required along the Tarnow Street frontage. The sidewalk details shown are
acceptable for on-site improvements only. The public sidewalk must meet minimum City
standards.
Ordinance Requirements:

minimum of 25'. Submit a letter.. requesting a variance to the driveway .spacing
requirements for both driveways to be approved at staff level.

CONDITIONS OF APPROVAL:

The proposed dumpster area may be used as a parking space now until the building is
constructed in the :future. Label this .area as a future dumpster area. (Gates will be
.required in the front of the dumpster so that it is not visible from Tarnow Street. It will be
..the tenant's responsibility to .open and close.. the gates on trash .collection days. The
dumpster screening :must: be 8' in height and not the. proposed 6'.)
Show proposed contours and how detention will be handled on site. (The applicant may
submit information from a registered engineer that proves detention may or may not be
required on site.)
Note on the site plan that water demands in gallons per. minute and sewer demands in
gallons per .day will be required at the time of building permit.

Comments/Concerns:
Additional easements will be required for the re-routing of existing electrical service. The
developer `is responsible for the cost of relocating the existing: lines. Coordinate electrical
service requirements.. with Electrical Operations Coordinator Tony Michalsky at (409)
764-3660.
GTE has existing,facilities on the power pole that the down guy shows to be removed. It
is the developer/owner responsibility to provide and place two 2" conduits with pull string
from the outside building location to the existing power pole as shown on the drawing
given to Constantin.. at the meeting. The :conduit should ell up 4' at the outside building
termination and 6 inches at the base of the power pole. If termination is not within 20' of
power, a 8' x 5/8" ground .rod must be provided and placed. Coordinate telephone service
details with G.T.E. Representative Laverne Akin at (409). 821-4723.

AUGUST 27, .1996 TO BE INCLUDED IN THE PLANNING AND ZONING COMMISSION
PACKETS FOR THE MEETING OF THURSDAY, SEPTEMBER 5, 1996. THE
COMMISSION MEETING'WILL BE HELD AT 7:00 PM-IN THE. CITY HALL COUNCIL
ROOM LOCATED AT 1101 TEXAS. AVENUE SOUTH. COORDINATE FUTURE
SUBMITTALS WITH DEVELOPMENT COORDINATOR SHIRLEY YOLK AT (409) 764-
3570.
APPEAL PROCESS:. An applicant may appeal the decision of the Project Review Committee
to the Planning and Zoning Commission within five days after the PRC Committee meeting.
Failure to appeal the PRC .:action shall constitute a contractual acceptance.. of all conditions
imposed, and a waiver and surrender of all complaints, defects, or potential invalidity, whether
under .state or federal law. An applicant. appealing the decision of the PRC shall. file ten copies of
the final site .plan as approved by the: PRC, showing all changes and requirements imposed by the
PRC, and accompanied by a .wntten explanation of those items -being appealed. Until said copies
are on file, no further development approval shall occur,. and no further action by the Commission
shall take place. An applicant may appeal only certain aspects of site plan review, and in the
absence of discretionary review by the Commission, or review pursuant to a petition, .all other
aspects. of the. site plan-shall be final. Any notice of appeal shall state with particularity the aspects
